To lead, manage and deliver all aspects of Resolve's Restart service - our dedicated service supporting individuals who are homeless or rough sleeping. The role involves overseeing outreach, supported accommodation and intensive one-to-one support, guiding service users towards stable housing and improved wellbeing.
About Resolve and the Restart Service
Resolve is a local charity supporting individuals affected by homelessness and substance misuse. We provide practical, person-centred help that enables people to recover and thrive.
Restart is Resolve's homelessness and rough sleeping service. Operating in Hatfield and Welwyn Garden City, it delivers targeted outreach, supported accommodation and long-term navigation support ensuring individuals move forward and avoid returning to homelessness.
Operational Leadership
Lead and oversee all operational elements of the Restart service, including outreach, accommodation management and individual support.
Develop and maintain robust systems and processes to ensure high standards in assessments, service delivery and safeguarding. Ensure all aspects of the service meet contractual obligations, funder requirements and best practice guidelines.
Maintain consistent service standards through clear policies, accurate data collection and outcome-based care planning. Facilitate effective referral pathways into education, employment, mental health/substance misuse support and permanent housing options.
Team Management
Line manage and support the Restart team, ensuring staff are well trained, supervised, collaborative and motivated.
Conduct regular supervision, case reviews and professional development planning.
Support staff in managing caseloads effectively and ensure high-quality support for service users.
Organisational Leadership
Contribute to Resolve's strategic development by working closely with the Senior Management Team.
Attend and actively participate in Senior Management meetings.
Lead on service innovation improvement, including expansion plans and changes to service delivery.
Develop and refine internal infrastructure including systems, policies and procedures, to support long-term sustainability.
Monitoring & Compliance
Monitor service delivery against KPIs and produce regular progress reports for the CEO and Board of Trustees.
Ensure compliance with all relevant legislation, regulatory frameworks and Resolve's internal policies.
Ensure consistent and secure data management across the service.
External Liaison & Networking
Build and maintain partnerships with local agencies, housing providers and statutory services.
Represent Resolve in external meetings forums, promoting the Restart service and issues around homelessness.
Person Specification
Essential
Proven experience in the housing or homelessness sector, with a strong understanding of relevant legislation and best practice.
Knowledge of the complex challenges faced by people experiencing homelessness, including those in shared or temporary accommodation.
Demonstrated experience in managing staff and leading effective teams.
Ability to work at a senior level and contribute to organisational strategy.
Excellent communication skills - written, verbal and interpersonal.
Confident working with vulnerable individuals, including those in crisis or exhibiting challenging behaviour.
Strong organisational and IT skills, including Microsoft Office, Teams and case management systems.
Understanding of housing law, welfare benefits, criminal justice and community care systems.
Commitment to equality, diversity and inclusion.

Awareness of issues relating to substance misuse and mental ill-health.
Access to a vehicle and a valid UK driving licence.
