The Service:

Pine House is a 20 Bedded all male Mental Health Rehabilitation Unit, based in the area of Bacup consisting of three separate wards, each containing individual patient bed spaces with en suite bathrooms, communal areas and ward kitchen.

Job Purpose:



The Hospital Manager (Registered Manager) has overall responsibility for the management and development of services on a 24-hour basis. The Registered Manager is responsible for the efficient deployment of resources used within the unit and will be registered with the Care Quality Commission as the Registered Manager for the unit.

The Registered Manager will be part of the senior management team and take an active role in the overall performance and development of the hospital; including financial sustainability; development and transition of Services.

Key Accountabilities:



To manage and supervise Nursing, Therapy and Business Services, ensuring that appropriate management arrangements are in place at the unit at all times, including out of hours on-call cover. Responsible for ensuring that all nursing and care standards, regulatory standards, and other quality measurement criteria are met, and that all notifications to the regulatory body, Safeguarding Authority or other agencies are made as required. To ensure that statutory responsibilities for MCA and / or MHA are fulfilled for the service. Be responsible for ensuring that robust Local Integrated Governance arrangements are in place, and that the Quality & Performance Management System is maintained to a high standard. To be responsible for the overall recruitment, supervision and management of all staff on a day to day basis, ensuring that staffing resources available over the 24 hour period are sufficient, as regards number, qualification, training, experience and gender mix, to meet the demands of the patients / service users. Be responsible for ensuring that the induction training, in-house training and supervision provided to all staff is conducive to providing an environment that is caring, healthy, safe and therapeutic. That the environment provides meaningful occupational, recreational and educational opportunities and meets the physical, emotional and spiritual needs of the individual. Is responsible for the day to day control of designated budgets, in consultation with the senior leadership team and senior management team as applicable, and is responsible for meeting or exceeding the financial targets set by the organisation. Is responsible for attaining and maintaining full bed occupancy, through appropriate marketing and referral processing, according to company guidelines and policies. To ensure that all patients / service users are safeguarded at all times, and appropriate actions and notifications are made in accordance with company policy or local area procedures. To ensure that all patients / service users are subject to initial and ongoing assessments to determine their individual needs, in order to accurately formulate a Care Plan within the framework of the Care Programme Approach (where applicable). To ensure that individual care plans are formulated, implemented, reviewed and audited on a regular basis. To ensure that regular reviews are held for each patient / service user, in accordance with the placing authority's wishes and/or according to company policies and guidelines, chairing meetings as agreed or required. To ensure that accurate healthcare/personal records are kept for each patient / service user in line with National Guidance and company policies. To ensure that the physical health and well-being of the patients' / service users is monitored, interventions carried out, appropriate appointments made, and that high standards of care and hygiene are maintained. To ensure that all patients / service users participate in meaningful activities as per their agreed care plan and identified needs and in consideration of their choices. That all staff are aware of the range of in-house and other external facilities/activities and that appropriate records of participation are kept. Through patient / service user participation / integration and appropriate interaction by all staff, foster and maintain positive contacts with the local community. To ensure that effective communication systems are formulated and used, both within and outside of the unit and that regular staff and patient / service user meetings are held and minutes recorded. Through the Staff Supervision, Development Review and Appraisal systems identify individual staff training needs that are compatible with the unit's requirements and facilitate high standards of care. Take an active part in organising training for all staff within the unit and participate in and conduct training as necessary for the unit, to facilitate staff and personal development. Ensure their own personal development needs are identified and met. Ensure systems are in place to monitor and record that all staff are subject to the required employment checks including maintaining their professional registration (where appropriate) in accordance with company policy. Direct and supervise the relevant administrator in all aspects of service user finances, petty cash system and other financial records, as per company policies. Ensure systems are in place to audit quality standards within the unit as required by company and regional policy and procedures. Ensure systems are in place for monitoring/recording sickness and absence for all staff as per company policy. Ensure systems are in place for organising and recording staff rotas and annual leave as per company policy. All clinical and managerial reports are produced to a high standard and within designated time-frames. All regulatory body / commissioner reports are responded to in a timely and appropriate manner. All staff are aware of and understand the policies of the company and that they observe the "confidentiality" of information pertaining to patients / service users, their colleagues and company. A robust complaints system is maintained according to company policy. Ensure that professional working relationships are established and maintained with patients / service users, their relatives/advocates, colleagues, other professionals, staff of the statutory authorities, voluntary and independent sector organisations and members of the community.
