Overview:

The London Borough of Harrow is seeking an accomplished and visionary professional to take on the pivotal role of Housing Transformation Programme Manager within the Housing & Regeneration Directorate.

This critical leadership position is responsible for developing and delivering a comprehensive transformation programme for the Housing division, ensuring alignment with Harrow's vision, strategic aims, and the new national regulatory framework for social housing. You will lead on interpreting legislation and regulatory requirements, embedding compliance, and driving service improvements that enhance quality, efficiency, and customer satisfaction.

A core focus of the role is evidencing outcomes and demonstrating compliance with the expectations of the Regulator of Social Housing, the Building Safety Regulator, and the Housing Ombudsman Service. You will champion innovation, digital solutions, and best practices while working collaboratively with internal teams, residents, elected members, and external partners to deliver measurable improvements. The successful candidate will demonstrate exceptional programme management skills, strategic insight, and the ability to influence and engage stakeholders at all levels.

This position is offered as a fixed-term contract or secondment for a period of 2 years.


About you:

The successful candidate will have:Educated to degree level or equivalent, or substantial relevant work experience. Wide-ranging knowledge of the regulatory and statutory requirements that apply to social housing providers. Experience in strategic reviews, continuous improvement, benchmarking, and programme management within a complex organisation. Proven ability to manage a programme of projects on time and within budget, delivering significant organisational and service improvements. Experience of delivering service improvements and evidencing outcomes in a regulatory, governance, or assurance-based environment. Strong analytical skills with experience in Knowledge Information Management, including data analysis and reporting. Proficiency in Microsoft applications, systems, and other business tools. Ability to build and maintain effective working relationships across all levels of the organisation and with a range of external stakeholders. Excellent written and verbal communication skills, including the ability to persuade, influence, negotiate, and present complex information clearly. Level 4 Housing Management Qualification or willingness to undertake this.
