Role Overview
We are looking for an experienced, qualified HR & Recruitment Officer who is a highly organised, people-focused HR professional with a strong background in safer recruitment, training coordination, and knowledge of regulatory compliance, preferably within a care, education or Ofsted-regulated setting. You will oversee the full HR and recruitment cycle functions while supporting training and development to maintain staff competence and retention.
Key Responsibilities
Human Resources
Lead and manage the full employee lifecycle including recruitment and appointment, onboarding and induction plans, contracts and employment changes, performance and development support, staff reviews and evaluations, employee relations, engagement initiatives, training plans, compliance with safeguarding and Ofsted regulatory standards, and exit processes
Handle transactional HR queries including annual leave, sickness, maternity and paternity, HR systems, reports, contract changes, payroll, updating HR systems and personnel files
Provide guidance, advice and support to the senior management team and managers to resolve any issues that arise relating to employee relations matters, including investigations and appeals in processes such as, but not limited to, disciplinary, grievance, capability and performance management.
Regularly review and update HR policies and processes in line with Ofsted requirements and employment legislation
Ensure GDPR, confidentiality, safeguarding, and regulatory compliance requirements are consistently met
Monitor and report on key HR metrics, such as sickness and training, and contribute to continuous improvement
Maintain accurate information and records for internal and external compliance audits, ensuring full compliance with Ofsted and safeguarding requirements
Foster a professional, positive, and compliant workplace culture
Ensure a consistent, values-driven approach that supports staff wellbeing and contributes to a safe, supportive environment for both employees and the young people we care for
Collaborate on a people strategy that promotes staff development, improves retention, and attracts exceptional talent.
Stay abreast of best practices in children and young people's care sector, as well as UK legislation and employment law
Recruitment & Safer Recruitment
Manage the end-to-end recruitment process such as writing and posting job adverts, screening candidates, shortlisting, scheduling and conducting interviewing, onboarding and mandatory training allocation
Promote Hamann Care as an employer of choice by creating a warm, values-based candidate experience
Support managers with interview training and consistent use of safer recruitment tools
Ensure compliance with safer recruitment practices and pre-employment checks including right to work, verifying references, conducting DBS and background checks and staying up to date with changes in legislation
Apply fair, transparent, and inclusive recruitment practices in line with best practice, ensuring equal opportunity and respectful treatment for all candidates
Work collaboratively with managers to identify recruitment needs and future workforce planning
Develop and maintain talent pipelines to proactively attract candidates for future vacancies
Training & Development
Plan, deliver, and track all staff mandatory training, ongoing role specific training, and refresher training
Oversee induction planning and ensure Care Certificate compliance
Ensure managers are appropriately trained to manage their teams in HR matters
Maintain the training matrix and liaise with external providers
Identify training needs through feedback, performance reviews, and regulatory requirements, and design development plans to address those needs
Support CPD and staff progression
Promote a positive learning culture where staff feel encouraged and supported to develop their skills
Evaluate training outcomes to continuously improve the quality and impact of learning initiatives

Pay: 23,750.00-24,550.00 per year
