MAIN OBJECTIVES



Head Office/On site (South of England) safety representative for the Company (Network Rail, London Underground, Light Rail infrastructures and associated Construction Sites).

Health, Safety and Environmental requirements NR/L2/INI/CP0070

Regular liaison and information reporting to the Line Manager and Senior Management Team.

To undertake regular employee and subcontractor briefings/inductions as determined by the needs of the business requirements.

Responsible for ensuring that all our operating sites within the UK where GRCL works are being undertaken are complaint with Company standards and relevant processes and procedures and implemented to ensure we are operating within our business requirements.

To attend/Provide Attendance to client/project health and safety meetings/forums as and when required.

Responsible for co-ordinating and executing GRCL monthly HSQE meetings (senior management team) and regular employee consultation/Safety Coach meetings as required

Responsible for the development of the Company Management Systems (SMS, EMS) and associated accreditations and processes.

To manage Occupational Health interface coordination requirements.

To assist with Safe Systems of Work planning (NR SSOW Planning, Method Statement, WPP/TBS) preparation and assist in the implementation and support required as per the needs of the business.

To drive Health, Safety and Environmental initiatives throughout the company resource base.

KEY ACCOUNTABILITES



(please note this is not an exhaustive list of duties but represents the main requirements of the role)

The daily liaison and regular reporting of Health, Safety and Environmental related issues to the Line Manager
o Brief project and site-based teams on a regular basis with respect to HSQE, legislative requirements/amendments, standards and requirements i.e. Toolbox talks, Safety Bulletins, Company and Client briefings.

o Ensure that all accident and incident details are collated and documented (formally)

o Day to day Safety Tours and Inspection, information planning and feedback

Assisting in the management of the HSQE library
o Changes in legislative requirements and their implementation

o Ensure the documentation is controlled and issued via the control register

o Assisting monthly/by monthly checks of the Legislation, Railway Group/Network Rail Standards, other relevant documentation and media to ensure the timely procurement/implementation of the required information/standards.

Provide support for HSQE related issues and improvements.
o Develop and promote company behavioural change programme (BCP)

o Provide briefings/toolbox talks/presentations to all staff as required.

o Within your role, all safety (HSQE) considerations, initiatives and/or recommendations must be highlighted to assist in the company development.

o Undertake Risk assessments and mitigation planning to ensure our responsibilities and managed effectively.

o Monitor progress, initiatives, developments to confirm their success rate and compliance

Responsible for ensuring we undertake planned HSQE audits of all sites where GRCL works are being undertaken or where GRCL employees are based.
o Responsible for ensuring that all our operating sites within the UK where GRCL works are being undertaken are complaint with Company standards and operating within Company requirements.

o Undertake planned HSQE audits on all sites/ projects to ensure compliance to company/industry standards/procedures.

o Ensure non-conformances which are raised during HSQE tours are successfully closed out.

o Ensure all resources are fully compliant with the relevant requirements

o Provide and establish further training & development requirements for your department.

Maintaining good communications throughout the organisation
o Ensure the changes which are implemented within the Company's procedures and/or documentation are briefed accordingly.

o Ensure that our entire workforce is briefed and familiarised with HSQE information and support as required

o Within your role, all safety considerations, initiatives and/or recommendations must be highlighted/implemented to assist with the company development.

o Drive HSQE initiatives within the organisation to ensure we maintain a positive safety culture throughout all levels.

o Prepare and maintain regular Safety meetings, management and employee consultation including Safety Coach workshops/meetings.

Provide internal HSQE training in accordance with planned requirements.
o Ensure the internal HSQE training plans are implemented and maintained as required.

o Assist in the development of internal HSQE training plans to meet with current requirements.

o Delivery of internal HSQE training plans and key HSQE objectives.

Provide additional support to projects as required
o To provide mentoring, advice as required to support our project commitments and develop our capabilities internally and within the rail industry.

o To assist projects with the production, review and input in the provision of SSOW and WPP/TBS as required.

o To support the Compliance Dept. on the creation and review of policies, process, procedures and standards as per the business requirements.

Required Skills / Expertise



Car Driving Licence

Qualified to NEBOSH Diploma /NVQ level 3 Occupational Health and Safety in Practice. Required (Rail)

Environmental Qualification.

Health and Safety (OHSAS 18001/ ISO45001) / Environmental (ISO 14001) Auditor qualified or working towards.

CSCS card.

TechIOSH membership of IOSH

Min 3 years' experience working in a health and safety role within a railway environment in both Network Rail (AC, DC & non electrified areas) and London Underground controlled infrastructures.

Minimum 2yrs experience within a HSQE Advisor role.

Good working knowledge of Network Rail and London Underground Standards and procedures.

Pay: From 42,000.00 per year
