To support the HR Business Partnering function in delivering the council-wide Target Operating Model (TOM) transformation programme. This includes handling large-scale change activities such as restructures and service redesigns, with a particular focus on employee relations processes, redeployment, and documentation. The role may also support general ER cases such as grievances, disciplinaries, and capability issues.
Key Responsibilities

Managing Change & Employee Relations
Support HR Business Partners on restructures and service redesigns.
Facilitate consultation meetings and manage related documentation.
Lead redeployment activities in line with council policy.
Provide advice on complex ER matters including grievance, sickness, and disciplinary cases.
Maintain and update ER case logs and documentation.
Policy & Procedure Management
Assist in updating HR policies under the guidance of the HR Policy and Equalities Lead.
Respond to policy queries via the HR inbox and ensure alignment with current legislation and best practice.
Information & Data Management
Identify trends from sickness and ER data for reporting and action.
Coordinate Occupational Health referrals and monitor outcomes.
Support HRBP in tracking reasonable adjustments.
Respond to FOIs, SARs, and complaints in line with deadlines.
Project & Administrative Support
Participate in corporate-wide HR transformation projects.
Take notes at formal meetings.
Remain informed of Oracle system functionality relevant to HR operations.
Confidentiality & Data Protection
Maintain strict confidentiality and adhere to GDPR and the Data Protection Act 2018.
Follow the Workforce Data Protection Policy in handling employee data.

GCSE English and Maths (Grade A-C or equivalent)
