The post holder will be responsible for providing leadership and the operational management of the Whittington Health Imaging Department (WHI) ensuring the efficient and effective use of resources, and the development and maintenance of the highest standards of patient care and service delivery.



The post holder will be part of the ACW Divisional management team and will assist the Imaging & Wood Green Community Diagnostic Centre (WG CDC) General Manager, the Clinical Director, and the Director of Operations in delivering the Trust's strategic and operational agenda.



The Post Holder will be expected to oversee the day -to-day service management issues, liaising with departments and teams as required.



The post holder will provide line management for key staff within the departments and will be expected to contribute to the business planning process for the departments and be a key enabler to deliver the Imaging contracted activity plan, achievement of all national access standards and a comprehensive governance framework within the services.



The Whittington Health Imaging Department (WHI)



The department is composed of consultant radiologists, sonographers, radiographers and administrative and clerical staff. Staff have comprehensive experience across a wide range of clinical areas with specialists at radiography and consultant level.



The WHI has a state-of-the-art digital imaging system which means that reports on patients' scans and x-rays can be sent electronically to GPs and other departments in the hospital.



The WHI offers



Comprehensive 24/7 low dose digital plain x-ray service supporting our Emergency and Urgent Care centres Diagnostic mammography and ultrasound breast services State of the art CT and MRI scanning including CT colonography On call responsive consultant led imaging service with 24/7 diagnostic MRI specialist iron overload assessment for Thalassaemic and Sickle Cell patients Gamma camera providing comprehensive general nuclear medicine services (including gastro-intestinal, cardiac, and orthopaedic imaging techniques) DXA service providing bone densitometry, fracture risk and vertebral fracture assessments Open access walk-in x-ray service for GP patients General, obstetric, and gynaecological Ultrasound Vascular (vein and carotid doppler) studies Post-mortem CT studies for forensics and religious communities Bariatric Imaging services

Operational



To lead the Imaging team to ensure compliance against performance measures: finance, activity and quality providing advice, analysis, and information as required.



To support the General Manager and the Divisional Senior team in the monitoring of activity and income so that the contracted plan is delivered.



Working with support services, departments and organisations that impact on the Division, negotiating action and change when necessary.



To provide regular feedback on service performance to the Divisional performance meetings and the Divisional board.



To develop with the clinical leads and service managers/assistant general manager a clear process which enables monitoring of quality, human resources, performance, and finance indicators to generate a culture of high performance and quality improvement.



To ensure effective management of the asset register and the equipment replacement programme, appropriate management, maintenance and procurement of contracts and equipment. Responsible for managing the business process in relation to bids for capital equipment.



To be responsible for all aspects of procurement for the department(s) to ensure best value and efficient use of resources.



To be responsible for a range of policy implementation and service development.



To be responsible for ensuring data quality across the service(s) and ensure corrective action is taken where data quality problems are detected.



To continue to develop and implement robust information management systems within the service(s).



To continue to develop and sustain a robust communication structure within the team(s).



To facilitate and chair multidisciplinary meetings that assist with the coordination and delivery of Imaging services.

Communications



To contribute to the development of the environment.



To communicate effectively with a wide range of people to explore complex issues and to make complex decisions.



To effectively communicate complex and sensitive related information to patients and relatives which requires empathy and reassurance.



To influence and prioritise the development of knowledge, ideas and work practice in self and others.



To encourage others to seek advice and solutions to problems.



To competently receive sensitive information concerning patients' medical conditions as appropriate and to provide information using persuasive, reassuring skills as required e.g., breaking bad news/special needs.



To identify and manage challenging behaviours.

Service Improvement



To understand the implications of and manage a developing and changing service. Assist in the development of new ideas and methods of working and encourage staff to do likewise.



Liaison with other service managers and clinical leads to understanding strategy and the impact/requirements of business cases.



Undertake strategic and service policy development in conjunction with professional leads and support the senior team in business planning to support corporate aims and objectives.



Lead in the development of business cases for service developments in ACW ICSU, ensuring that the implications of service changes or developments have been accurately assessed



To work with clinicians, other managers and staff to continuously improve the quality and timelines of services to improve the patients, users and staff experience.

Finance management and Business Planning



To be a named budget holder, maximising the use of resources and delivering a balanced budget. Lead the contribution to the delivery of the Divisional efficiency target.



To work in close association with the Division's finance team to ensure sound financial management, effective communication, and financial reporting.



To identify, communicate and implement robust Cost Improvement Programmes (CIP) in the departments.



To ensure compliance with the Trust's Standing Financial Instructions (SFI).



To manage demand and capacity in relation to performance to ensure access and appropriate utilisation of all resources, ensuring robust processes to maximise efficiency and meet ICSU objectives.



To undertake capacity and demand reviews to inform sustainability of services in line with business developments.

Strategic Management



To contribute to the annual and business planning process for ACW ICUS services, linking with the General Manager, service managers, matrons/CNS, nursing staff and clinical leads regarding operative capacity and demand.

To ensure that a robust system is in place for the delivery and dissemination of Trust and ICSU objectives across the department.

Human Resource



To be responsible for ensuring that all staff within the departments have access to appraisal and that all personal development plans are linked to the ICSU and Trust wide objectives.



To ensure that appropriate Human Resources (HR) procedures are implemented i.e. recruitment and selection, sickness and disciplinary procedures.



To ensure the department fosters a positive learning environment for all staff and students.



To co-ordinate leadership development programmes. Developing leadership skills within the workplace.



To participate in the development of Training and Development Strategy at Divisional level. To support and develop internal and external educational programmes/study days



To ensure compliance with mandatory training.

Governance



To develop and implement a governance strategy which is multidisciplinary in collaboration with the clinical leads.



To be responsible for maintenance of the risk register for ACW Division services in collaboration with the clinical leads.



To ensure that all services within the area of responsibility meet the Care Quality Commission (CQC) standards.



To generate a culture of safety and governance across all areas of responsibility.



To ensure that there is a clinical audit programme for each area of responsibility in collaboration with the general manager and the clinical leads



The post holder will undertake other duties as may be required to achieve the Trust's objectives, commensurate with the grading of the post.
