Job Description


  • The Independent Agricultural Appeals Panel considers Appeals against decisions of the Rural Payments Agency and makes recommendations to the Secretary of State for the Department of Environment, Food and Rural Affairs.
  • Each panel consists of three Panel members, one of whom will act as the Panel Chair.
  • Prior to a Panel Hearing you will be required to study detailed and sometimes substantial Panel Packs to ensure you fully understand the nature of each case. You will be paid for half a day\'s preparation on each case in addition to the daily rate of pay.
  • During the hearing the Appellants/Agent make their case and are questioned by panel members to clarify points before the panel reaches a decision on what to recommend.
  • The Appeals are in relation to all RPA administered schemes.
  • We are looking for 30 new panel members across England from which to draw members for the individual hearings.
  • Hearings are facilitated via Video Conference using MS Teams (however it should be noted there are some Face-to-Face hearings that take place should an Appellant be digitally excluded.)
Essential Criteria:
  • Successful candidates will need to demonstrate an ability to understand and interpret complex rules and regulations; objectivity and impartiality and an ability to test evidence to establish the facts.
  • You will require excellent communication and interpersonal skills, including the ability to produce factual and detailed Panel recommendations.
  • You will require a knowledge of and interest in agriculture, food or farming business, rural development, and the work of Defra.
  • You will be required to demonstrate how you deal with conflict and challenging behaviours.
  • You should be willing (should we hold a Face-to-Face hearing), to travel to panel hearings, although we do try to minimise the distances involved by scheduling hearings within reasonable range of panel members.
