The Instrumentation & Monitoring Manager (I&M Manager) is responsible for:
The detailed design of the monitoring required to control the works and the design of the Instrumentation and Monitoring Systems necessary for assessing the effects of the works on infrastructure within the zone of influence of the tunnels and other excavation works.
Management of all monitoring works for the project. This includes control and monitoring of the works and the monitoring of all affected infrastructure.
Review of ground movement and impact assessments for third party and other impacted assets to ensure appropriate monitoring and mitigation designs
Key Responsibilities:
The general roles and responsibilities of the Instrumentation & Monitoring Manager include but are not limited to the following:
Design and planning stage
Manage the monitoring designer to ensure successful completion of the monitoring design sufficient to assure HS2and key Stakeholders.
Ensure the monitoring design is developed to programme to facilitate the required baseline period
Liaise with the consents and stakeholders team to provide information relating to the monitoring design to facilitate access requirements
Working with the permanent and temporary works Designers to develop the requirements for monitoring of the works.
Maintain and manage all design and construction documentation
Identify and manage safety, programme, cost, environmental and community risks involved with monitoring
Prepare and review management plans for I&M and survey work
Prepare and review trigger actions plans for packages of work
Construction stage
Manage all site-based staff, workers and subcontractors related to monitoring.
Maintain daily record of all monitoring activities on site (including personnel attendances, equipment problems, safety issues and improvements)
Ensure the works are carried out in accordance with the design
Ensure that all data acquisition is processed, analysed, stored and presented correctly
Chair and/or Represent Monitoring at review groups and RESS meetings
Manage responses to any trigger exceedances including coordination with delivery teams, designers and asset owners
Authorise payments to subcontractors
Bring non-conformances to the attention of the Engineering Manager taking immediate corrective action whenever possible.
Prepare and review safe systems of work and procedures for all site based survey activities
Enforce the instructed methods of monitoring as defined in the method statements and procedures are adopted
Maintain good community and third party relations
Technical skills and Competencies:
Have excellent communication skills (including presentation skills) in English, both written and verbal and the ability to report at both Project and Board level.
Ability to manage teams of people in a multi-disciplinary environment. Excellent organisational skills and the ability to plan ahead and manage own time.
Have a good working knowledge of Instrumentation and Monitoring within the HS2 environment
Knowledge of working within the rail industry
A good working knowledge of the Health, Safety legislation
Qualifications, Certifications and Experience:
Experience within a similar role within an appropriately sized engineering organisation.
Educated to degree or higher level or equivalent in a numerate discipline, typically Engineering discipline (or related). A lower educational level, typically HNC or HND, may be acceptable where a very significant level of experience in a senior technical engineering role can be demonstrated.
SMSTS, CSCS and other relevant H & S training such as NEBOSH
Sentinel PTS and LUL
