SERVICE DIRECTOR (HIGHWAYS & TRANSPORT) - CAMBRIDGESHIRE - 12 MONTH CONTRACT - UP TO \xc2\xa3480/DAY INSIDE IR35

ARM are working with a public sector organisation in Cambridgeshire to help find an Interim Service Director for the Highways & Transport division. This is a contract role Inside IR35 for an initial period of circa 12 months.

About You:
Significant and successful experience of:

  • Working at a senior level within a large and complex organisation with comparable scope, responsibilities, budget, and resources.
  • Providing balanced strategic advice and guidance in a political setting.
  • Leading the delivery of public services with competing priorities and demands often outside of the Council\'s direct control.
  • Leading transformational change and creating innovative service models, particularly in response to the demands of an organisation that is undergoing a radical transformation and modernisation.
  • Delivering complex projects on time and within budget and outcomes.
  • Leading and contributing to strategic decision making, resource allocation and to policy formulation and delivery, adopting a problem-solving culture.
  • Delivering creative and innovative solutions to improve the use of resources and achieve value for money across an organisation.
  • Establishing a strong performance culture including effective performance measures, evaluation of service quality and the improvement of service delivery to achieve the Council\'s objectives
  • Leading, managing and developing employees to sustain high levels of service delivery, recognising and developing talent.
  • Developing and nurturing positive and constructive working relationships with a wide range of customers, stakeholders and partners, maintaining a positive personal and organisational profile.
  • Extensive experience of successfully working at a senior role across a number of highway and transport functions, in a complex stakeholder environment.
  • Experience of successfully managing large, multi-faceted infrastructure proposals and projects within a complex, political, multi-discipline, multicultural environment
  • Practical experience of working in customer-facing service operations, service improvement programmes and transport and highways
  • Significant experience of influencing strategic policy direction and delivering major transport and highway projects within large complex organisations.
  • Strong financial and budgetary management awareness and experience with the ability to manage finance and wider resources.
  • Evidence of successful mult-agency and partnership working with a wide range of stakeholders.
What you will be doing:
You will be accountable for the leadership, delivery and commissioning of all highways and transport responsibilities, including:
  • Ensuring effective delivery of all operational services in a customer focused manner
  • Providing visible and engaging leadership for the service ensuring that an effective workplace culture is embedded that focuses on effective performance and continuous improvement
  • Developing and maintaining effective partnership arrangements particularly with the Cambridgeshire and Peterbrough Combined Authority, the Greater Cambridge Partnership, district councils, parish councils and national agencies
  • Providing effective oversight and management for the commissioning, procurement and contract management of all commercial activity undertaken by the service
  • Developing and implementing the delivery of highways and transport strategies relating to the Council
  • Ensuring that the Council fulfils its statutory duties relating to highways and transport
  • Providing effective, timely and impartial advice to elected members and ensuring that effective decisions relating to highways and transport are made within the council\'s democratic processes
This is a full time contract role, on an initial 12 month basis, paying up to \xc2\xa3480/day Inside IR35
