Founded in 2015 by innovators in the sector, FairHeat has rapidly established itself as the leading experts on how to specify, design, deliver and operate low temperature heat networks in the UK. FairHeat is also well known for its innovative approach in developing and deploying standardised processes that improve system outcome, particularly with respect to commissioning processes. As an example, FairHeat developed a standardised Acceptance Testing process, which has just been adopted as a minimum requirement within the latest version of the CIBSE Heat Network Code of Practice (CP1 2020).


In contrast to most design consultancies in the sector, FairHeat positioned as client representative, working with other design consultancies and contractors to ensure optimum results for clients. Primarily focused, but not exclusively, on London, FairHeat has many of the largest London based social housing organisations and private developers as clients. Recently FairHeat has further expanded it services to support projects from the south coast up to northern England. There are six main parts to the business, but this role will primarily focus their support to:

(2) Building System Design


(3) Optimisation


(4) Project Delivery

The Role

The Intermediate Health & Safety (H&S) Advisor reports to Head of Delivery and is to support the development and implementation of H&S/CDM systems within FairHeat and ensure/monitor compliance with those and all relevant legislation. This is an entry level role designed for someone with foundational H&S knowledge who is eager to learn and align with our company culture.


The role will require a mix of H&S, CDM and stakeholder management. FairHeat is a fast paced environment so you must have the ability to learn quickly, prioritise tasks and have good problem solving skills. You must have a proactive approach, take pride in your work and take accountability for decisions. You must be engaged in your own personal development as it is essential the H&S Officer maintains currency and competency with all relevant H&S legislation.


The Intermediate H&S Advisor will be supporting the project delivery and engineering teams working on a range of live heat network construction projects of the following typical scope:

Plantroom and network end of life equipment replacements. Full plantroom and network retrofits to improve performance (e.g. Heat Network Efficiency Scheme funded projects). Heat pump retrofits to decarbonise existing buildings (e.g. PSDS project delivery management). HIU and heat meter upgrade/replacement works. District Heating project installations, including energy centres, buried networks and substation plantrooms.

Duties & Responsibilities

Core Role

To support the above projects, you will be expected to:

Contribute to fostering a positive H&S culture within the business and across all projects. Assist in the maintenance and development of safe systems of work and H&S documentation including risk assessments and method statements. Support project teams in ensuring compliance with relevant legislation and company standards. Conduct site inspections and audits (initially under supervision) report findings and recommended improvement measures. Analyse safety data and present findings to the management team. Help deliver H&S toolbox talks and training to FairHeat staff and subcontractors. Stay up to date with industry regulations and best practice. Be a permanent member of FairHeat's H&S Committee. Initially support the Office and Compliance Manager with all office safety requirements; this will become a full time responsibility. Assist in delivery of audit programmes to ensure compliance with management systems prompted under ISO 9001, 14001 and 45001 standards. Support with effective responses to H&S incidents, conducting incident investigations to gather evidence necessary to identify the cause of incident and injuries to determine root causes, documenting findings and recommendations to prevent a re-occurrence. Assist in the maintenance of safety standards in respect of emergency response; helping carry out drills and exercises to help manage emergencies. Review, comment and advise on the suitability of contractors H&S management documentation to ensure key risks have been considered and addressed. Ensure that data with regards H&S performance is effectively captured and analysed to enable improvement plans to be developed. This is to include the recording of all the business' reporting figures for accidents, near misses and days. Ensure that all near misses, incidents and accidents are reported in line with the relevant processes and that any incident that falls within RIDDOR is reported to the HSE and fully investigated. Periodically review internal H&S procedures to ensure FairHeat remain compliant with legislation and implement changes as required. Identify H&S training needs and design, deliver or arrange H&S training events as required. Ensure FairHeat is fully compliant with the Construction and Design Management Regulations (CDM 2015) and ensure that all legal duties are carried out, documented and regularly reviewed. Notify relevant projects to the HSE. Work closely with Principal Designers and Principal Contractors to ensure pre-construction H&S information is gathered for issue to designers and contractors. You will also be required to ensure requirements are clearly understood and communicated to the project delivery team. Work closely with Heads of Departments to ensure proper integration of H&S systems, solutions and ways of working are aligned with existing and new processes / tools (avoiding standalone proposals, where viable). This will initially include areas of Project Management, Delivery, Commercial and Design.

The Intermediate H&S Advisor is expected to eventually provide mentorship to all project managers, engineers and the leadership team ensuring the upskilling and knowledge growth of these individuals. You will also be expected to support the wider team in developing H&S competence within the business.


It is expected that the Intermediate H&S Advisor will support FairHeat in their industry initiatives, which includes technical webinars to CIBSE, steering committee members of various working groups/technical standards and marketing events.

Support the development of new tools and systems and ad hoc projects Support in identifying, scoping, receiving management sign off and then project managing: Business improvement tools such as new processes and documentation. New ways of working e.g. more efficient utilisation of resources. Support business development activity and project management of FairHeat projects Develop and maintain client relationships and ensure these grow overtime into successful long-term partnerships. Assist the Head of Delivery in managing projects to ensure safe delivery within time and cost, ensuring clear, timely communication to both clients and the MD when likely overruns are identified.

Requirements

Basic understanding of H&S principles and UK Legislation (HASAWA, CDM regulations) Basic understanding of Environmental Regulations and standards (waste management, pollution control, hazardous substances). Some experience in a construction, engineering or energy environment. A CSCS/SkillCard. Strong communication and interpersonal skills. Ability to work collaboratively and take initiative. Good organisational skills and attention to detail. Proficient in using Microsoft programmes and applications.

Desirable

Degree level qualification in H&S, construction, engineering or environmental science. NEBOSH General Certificate or equivalent (or working towards). IOSH membership (or willing to obtain). Basic knowledge of Streetworks, Temporary Works, Excavations, Asbestos, Confined Spaces & Lifting Operations. A HSE recognised First Aid at work qualification. Knowledge of Heat Networks or energy infrastructure projects.
