About the role:

An opportunity has arisen in the Licensing Team for a Licensing Team Manager to lead on the delivery of licence policy, applications and enforcement. The service delivers statutory functions in enabling businesses to apply for licences following statutory procedures and enforcement against unlicensed premises and non-compliant operators. Areas of licensing include sale of alcohol and public entertainment, gambling premises, taxi vehicles and drivers, caravan and residential home sites, scrap metal to name a few. We are looking for an experienced and driven regulatory officer with current or recent experience in licensing regulation to lead the licensing team.

About you:

You will be knowledgeable of policy implementation, licensing and enforcement procedures. Additionally, you will be focused on ensuring that we deliver the highest standards of customer care while fulfilling our statutory responsibilities.

You will have a broad knowledge and substantial relevant experience in licensing and enforcement procedures and law with the ability to oversee legal documents and case files. You must be able to show initiative in problem solving and decision making, along with sensitivity in managing contentious issues. Strong communication skills are important, and you will be required to work with other Council departments, government agencies, external partners and members of the public.

You will be prepared to represent the department and council on matters relating to commercial licensing and assist with the organisation and training of junior officers providing mentoring and guidance to processing and enforcement staff.

What you will do:

  • Provide strong leadership of the licensing services providing guidance and support to the team on the work of the section.
  • Formulate strategy, policy and effective working procedures for the service, and identify and implement key legislative changes that affect these services.
  • Work closely with other Council departments, government agencies, external partners and members of the public.
  • Produce and present reports to Committees regarding conditions, policies, approval of fees and to consider the status of existing licence holders.
  • Process application, undertake routine inspections and respond to complaints and enquiries relating to licensable activities and support other officers in the team with this work.
