Job summary
The Lead Pharmacist, Medicines Governance is a senior clinical leader reporting to the Health Protection Workforce, Infection Prevention and Control, Medicines Governance, Safeguarding (HIMS) and Chief Nursing Officer and is responsible for the corporate governance of medicines management at UKHSA.
The post holder will be responsible for providing specialist advice and support to the UKHSA Medicines Governance Committee (MGC) and advising on all aspects of medicines management within the organisation including occupational health.
The scope of specialist advice is inclusive of the procurement, storage, distribution, prescribing, medicines advice, supply, administration and disposal of medicines, in accordance with legislation and will promote best medicines management practice.
You will:
Develop and oversee the application of the UKHSA Medicines Management Policy, UKHSA Patient Group Directions (PGD) Policy, National Patient Safety Alert Policy
Development of new medicines management policies according to emerging legislation, risks, issues and evidence-based practice
Ensure appropriate mechanisms are in place for effective risk management, clinical governance and adherence to policies and guidelines concerning medicines use
Undertake quality improvement initiatives as indicated in the pursuit of enabling safe effective management of medicines, medicines guidance and policy
Represent UKHSA nationally to inform and influence national policy development

Job description
Provide strategic and highly expert advice and support to the organisation on complex medicines governance issues including current medicines legislation, NICE guidance and practice relevant to medicines management.
Be responsible for horizon scanning in relation to medicines management issues building strategic plans with business objectives that set out meaningful and achievable outcomes and impacts longer term.
Lead the quality improvement and quality assurance agenda for medicine governance across UKHSA, providing reports into the clinical/health protection governance functions at UKHSA
Lead the development and review the UKHSA Medicines Management Policy and UKHSA PGD Policy and associated resources to ensure UKHSA Policy is followed e.g. emergency planning, national immunisation programme
Provides and synthesises highly complex, sensitive or contentious information to communicate medicines management information to decision makers and senior leaders, adapting the presentation of information to context and audience.
Be responsible for ensuring any medicines management PGDs or PGD templates gain Gateway approval, are published on the appropriate national websites and communicated to the relevant networks

Person specification
Essential role criteria:
Significant experience within MPharm or equivalent degree within Pharmacy
Registered with GPhC or equivalent (Competency assessed professional registration 1 year) and examined
Further specialist knowledge through post grad diploma level training
Mandatory CPD to maintain fitness to practice
Significant post graduation experience
Strategic Medicines Management leadership role
Relevant experience in producing PGDs
Development of Medicines Management Policies
Production of Committee papers and reports Audits and audit reports
High level of computer literacy
Experience leading and implementing change

This role is being offered as hybrid working based at any of our Core HQ's. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ's (Birmingham, Leeds, Liverpool, and London).
Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
