Salary:

The starting salary is 59,839, which includes allowances totalling 2,928.


The salary is broken down as 56,911 basic salary, which will increase annually until you reach the top of the scale 69,342. Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

The role will be based at Hendon and New Scotland Yard, with blended approach to agile working across MPS estate and working from home, in accordance with MPS Hybrid Working Policy, The hours of working will be Monday-Friday 0900 - 1730



The role holder will lead the teams that develop the specific learning pathways that will consolidate the required training materials and inputs and target them to the right officers and staff, enabling the MPS to have confidence that officers and staff have the right training for their specific role and meets the required national standards or licenses where applicable. They will oversee the process of sign-off through their ongoing partnering with the relevant chief officer or equivalent lead for the subject area in question.


The role holder will partner with Heads of Profession, Heads of specialism and business area leads in order to develop MPS strategy to deliver skills and learning to audiences across the MPS in their areas of responsibility. They will provide strategic advice on the ways that learning & development can be designed, delivered, and evaluated across the organisation, manage expectations where training is required, managing expectations in relation to the realistic and affordable options for delivery or agree that requirements should be escalated for new investment decisions based on MPS priorities and risk.


The Learning Business Partner will collaborate with senior leaders across the organisation to understand and address their learning needs, ensuring that learning and development initiatives align with the strategic objectives of the business. This role will be responsible for partnering with leadership teams to assess learning gaps, define and prioritize training demands, and hold stakeholders accountable for delivering on these learning initiatives. The Learning Business Partner will be a key liaison between business leaders and the learning and development function, driving the execution of learning strategies that foster employee growth and performance improvement.

Key Result Areas




Negotiate and then activate the consultation, design and delivery of new core learning & development requirements on behalf the MPS, that results in timely and effective learning for the target audience via learning pathways hosted in LMS, whilst also ensuring compliance with the national policing curriculum & national learning standards frameworks. This includes:

Collaborate with senior leaders across the business to understand their strategic objectives and specific learning needs. Act as a trusted advisor to leadership, offering insights into how learning and development can support business goals and challenges. Work with leaders to assess learning requirements based on evolving business priorities and changes in the industry. Monitoring training allocation to ensure fair and transparent processes for learners. Where requirements are identified for new learning initiatives to be developed, lead on the performance and learning needs assessment to fully understand the learning required and the means of delivery that would be most appropriate. Work with the central L&D team to understand how and when these new learning requirements can be developed, considering the full L&D design and delivery pipeline and plan, and how the projects are prioritised within. Support in the prioritisation of L&D activity along with L&D SLT and other business partners. Act as the interface between the business and L&D throughout the design and delivery life cycle, to: ensure appropriate governance channels are set up to establish appropriate approvals at key points; galvanise support from appropriate business SMEs; manage and escalate risks to and from the business; Approve content of learning products that have been developed in-house or externally to ensure it meets the business needs.

Provide the MPS, including their 'partnered' Heads of Profession network with clear reporting data to monitor & review uptake and effectiveness of existing and new learning content:

On an annual basis, the learning partner will work with their business groups to understand learning demand against the corporate catalogue and feed these requirements into learning and development to understand what can be met. Monitor training completions and hold senior leaders to account for filling their allocated spaces, remaining compliant with mandated training completions, and ensuring wastage on courses of under 10% Act as the gateway to new learning requirements to ensure time and monetary spend on learning initiatives are in line with organisational priorities and access to offers is consistent across the organisation.

This role is classed as Support in line with the Met Hybrid Working policy.


L&D supports flexible working, and this is reviewed on a case-by-case basis.
