To ensure the safety of all spectators, staff, and participants within the stadium or sports ground on match days and during events by planning, managing, and overseeing the implementation of the Safety Management Plan in line with current legislation and best practices.
Key Responsibilities
1.
Safety Planning and Compliance
Develop, implement, and regularly review the Stadium Safety Management Plan.
Ensure full compliance with the
Safety at Sports Grounds Act 1975
,
Green Guide
, and all relevant health and safety legislation.
Liaise with local authorities, emergency services, and licensing bodies to coordinate safety operations and maintain certifications.
2.
Match Day / Event Operations
Act as the
chief safety officer
on match days, overseeing safety inside and outside the stadium.
Supervise stewards, security, and control room operations, ensuring all personnel are fully briefed and deployed effectively.
Monitor crowd movements, manage incidents, and coordinate with emergency services as needed.
Conduct pre-event safety checks and post-match debriefings to identify improvements.
3.
Staff Management and Training
Recruit, manage, and train match-day stewards and safety staff.
Ensure all staff are proficient in emergency procedures, customer service, and conflict resolution.
Organise regular safety drills, tabletop exercises, and ongoing training programs.
4.
Documentation and Reporting
Maintain accurate records including:
Incident reports
Risk assessments
Attendance logs
Steward briefings and certifications
Prepare post-match safety reports for submission to authorities and club leadership.
Investigate and document all safety-related incidents and near-misses.
5.
Risk Assessment and Emergency Planning
Conduct detailed risk assessments for all fixtures and events.
Develop and implement emergency evacuation and crowd control procedures.
Ensure first aid, fire safety, CCTV, and PA systems are maintained and tested regularly.
Essential Skills & Experience
Proven experience as a Safety Officer or senior steward in a stadium or major public venue.
In-depth knowledge of spectator safety regulations and best practices.
Ability to stay calm and make quick decisions in high-pressure situations.
Strong leadership, interpersonal, and organisational skills.
Proficient with control room systems (CCTV, public address, radios, etc.).
Qualifications
Essential:
Level 4 NVQ Certificate in Spectator Safety Management
Desirable:
First Aid at Work and/or Health & Safety qualifications
SIA Door Supervisor Licence
Familiarity with SGSA guidance and local authority licensing
