Purpose of post
The purpose of this post is to take a leadership and delivery role in taking forward the commissioning function within the National Office for Care and Support. This post will specifically lead and manage work relating to creating and putting into place a robust national market oversight mechanism but will work within the broader commissioning function of the National Office and work closely with the social care sector. This post would include the need to work across the National Office team and its functions, in particular the data analysis unit, and external partners, in particular sector regulators, being able to lead on drafting briefings and responding to queries and correspondence relating to national commissioning and market shaping. It will also require being able to prepare advice for Ministers and senior officials; and accompanying senior officials and / or Ministers at external stakeholder events as required.
The role will often be fast-paced and occasionally demanding, but it offers a range of exciting opportunities.This post requires an individual who has experience of working in a commissioning role within social care or healthcare sector.
Key tasks Lead on the establishment and further development of a national market oversight framework/function which will be led by the national commissioning team within National Office for Care and Support. Research and analyse options, create a sound business case and establish an effective national market oversight framework / function.
Being an individual with commissioning experience and/or qualifications work with the National office team to deliver on a work programme relating to a national commissioning function, this includes working with commissioners, providers, research institutions and regulators, arranging and/or participating in national commissioning network meetings and commissioning events. Act as a community manager to ensure that the national toolkit is kept up to date and support commissioners to transform commissioning practices, with a specific focus on market shaping.
Provide business support to national groups, forums, task and finish groups that may be set up to take forward commissioning developments at a national level. Assist with the delivery of the team's programme and leading assigned projects, ensuring that statutory and internal welsh government processes are complied with.
Lead on working in partnership with key stakeholders to develop a robust market oversight function within the national office and manage this function once in place ensuring that there is appropriate oversight of the social care market so that the National office meets its objective to have a bird's eye view of the social care sector. Collating and interpreting data and other forms of evidence, highlighting and acting swiftly on any areas of risks or concerns that arise in relation to the stability and sufficiency of the social care market.
Undertake research and drafting papers in relation to the commissioning function of the National office and maintaining oversight of relevant media / sector journal articles etc. There will be a need to develop collaborative relationships and liaison with a range of key stakeholders to ensure that matters relating to commissioning of services is known by the national office.
Provide support to the wider commissioning team to evaluate the balance of the market and implementation of the national framework at local, regional and national level by commissioners of children's services and assess compliance of commissioning practices with the Code of Practice.
Produce revisions to the Code of Practice and any supplementary guidance as required.
Develop tools and and activities to support commissioning learning and development activities - liaising with workforce development leads, commissioners and interacting with the wider sector as required.
Negotiate and liaise with senior and other colleagues from across the National Office team, wider Directorate and Welsh Government to facilitate timely progression of agreed activities.
Build and maintain relationships with stakeholders to ensure the National Office delivery functions produce positive impact.
Build and maintain relationships with internal stakeholders, including policy functions that have a bearing on market development and commissioning issues (including market stability reporting, development of section 16 organisations and partnership functions). As required, support policy development, including providing data and other forms of evidence to create influence.
Represent the National Office at internal meetings, and where appropriate and necessary, the post holder will be expected to chair some less formal internal meetings within the wider National Office team and represent the National Office in external meetings with commissioners and/or providers.
Be proactive and take an active role in arranging commissioning mini conferences and training sessions to support commissioners.
