Marketing Operations and Planning Manager

Location:

Peterborough (Hybrid) CITB is currently operating a hybrid approach to working and the teamwork from home and attend the office an average of one to two days per month depending on business need

Hours of Work:

Full-time (35 hours per week)

56,650 - 60,500

Join CITB as our Marketing Operations and Planning Manager -- a pivotal role shaping how our Communications and Marketing team delivers high-impact campaigns that support the growth and success of the construction industry.


You'll lead our marketing operations and planning function, ensuring every activity is strategically aligned, efficiently resourced, and delivers measurable results. This role combines strategic oversight with operational leadership -- from budget management and workflow optimisation to evaluating performance and championing continuous improvement.

What You'll Be Doing:



Strategic Marketing Planning:

Partner with Business Partners to design and implement comprehensive, insight-led marketing plans that align with CITB's strategic goals. Lead the annual planning process, ensuring all marketing activity is well-coordinated, effectively resourced, and focused on driving outcomes for the industry.

Marketing Operations Management:

Collaborate with the Head of Communications & Marketing to optimise how the team works -- managing capacity, workflows, and systems to ensure smooth, efficient delivery across multiple channels. Lead and develop team members to enhance capability, flexibility, and performance.

Performance Measurement and Evaluation:

Drive a culture of accountability and improvement through data-led performance measurement. Apply the

GCS Evaluation Cycle

to assess campaign success, analyse return on investment, and make recommendations for continuous improvement across marketing spend.

Planning and Coordination:

Maintain a unified communications grid to manage and prioritise activities across the organisation. Work closely with Business Partners and internal stakeholders to identify key milestones, mitigate risks, and keep delivery on track.

Budget and Procurement Management:

Oversee procurement of marketing services in line with public sector and GCS guidelines. Manage marketing budgets with transparency and efficiency, ensuring all activities deliver value for money. Maintain clear visibility of team workflows and resource allocation.

Studio and Brand Management:

Oversee the internal studio function, ensuring high-quality creative output that reflects CITB's brand standards. Act as a brand guardian, promoting consistency and alignment across all materials.

Agency and Partner Management:

Lead relationships with agencies and external partners -- managing contracts, monitoring SLAs, coordinating review meetings, and ensuring all activity is cost-effective and strategically aligned.

Performance Reporting:

Help establish and track clear KPIs across the marketing function, providing insights and data for monthly reviews and business reporting to demonstrate impact and alignment with organisational objectives.

Your Experience:



Essential



Degree in Marketing, Communications, or a related discipline (or equivalent vocational qualification/experience). Proven experience in marketing or communications planning, including budgeting, resourcing, and scheduling. Experience managing teams (line or matrix) and external partners to deliver high-quality work on time and within budget. Demonstrable success in achieving measurable ROI through marketing or communications planning. Strong analytical skills and experience implementing evaluation frameworks. Excellent project management skills with the ability to oversee multiple initiatives and manage interdependencies. Clear and confident written and verbal communication skills.

Desirable



Experience engaging and influencing stakeholders at all levels. Formal planning or project management qualification. Understanding of accessibility, inclusion, and diversity in communications. Familiarity with Government Communication Service (GCS) frameworks, including OASIS and the Evaluation Cycle. Knowledge of data protection standards and public sector procurement processes. Experience working within government or non-departmental public bodies. Strong negotiation and problem-solving abilities, with confidence presenting to senior audiences. Ability to analyse, organise, and prioritise multiple workstreams effectively.

Occasional national travel with overnight stays may be required
