The Opportunity

People Operations sits within the People and Transformation function at Essex County Council (ECC). People Operations delivers a high standard of service to both ECC employees and to external customers, with our employees and customers at the heart of what we do. Working collaboratively across the Organisation, People Operations is responsible for all people payments, resourcing, employee casework, first line HR queries, pre-employment vetting and business development of external services to our partners.

The Media and Communication specialist will work in supporting the Recruitment and Employment Vetting Team, leading on day-to-day attraction activities, enhancing the employer brand through a range of social media and offline channels. They will contribute to the attraction of temporary and permanent talent for both our internal and external customers, with the objective of supporting ECC\'s ambition to directly hire our own talent and maximising cost savings.

Accountabilities

1. Responsible for planning, creating, and delivering digital communication campaigns via multiple platforms including social media and our careers site.

2. Create and manage promotional materials such as video adverts, brochures, blogs, microsites, and come up with creative and innovative new ideas to support talent attraction.

3. Responsible for leading and collaborating with the recruitment and employment vetting team on the delivery of a range of talent attraction activities to promote ECC as an employer of choice and attract the best talent.

4. Responsible for also delivering talent attraction campaigns for our external customers, e.g. recruitment projects/campaigns, and ad-hoc talent attraction requirements.

5. Responsible for talent attraction tools such as jobs channels, including evaluating return of investment, and overseeing contract renewal as needed. Keeping up to date with the latest resources and technology available.

6. Tasked to proactively promote and raise awareness of our talent pool community to build our talent pipeline. Working with the wider team to support the population of the talent pool in hard to fill areas for ECC and our external customers. And, proactively engaging with the talent pool by creating and promoting content, ensuring engagement is suitable for both the active and passive candidate market.

7. Tasked with supporting the wider recruitment team on the effective delivery of new talent attraction projects, such as virtual recruitment fairs.

8. Develop engagement metric monitoring and evaluation of all talent attraction activities e.g. google analytics, to better inform the recruitment and employment vetting team about what materials work well and are best value. Reporting on findings and making recommendations to the Senior Team.

9. Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

1. Educated to RFQ Level 4 Marketing Executive standard or an equivalent level of proficiency acquired through practical experience.

2. Ability to strategically and proactively manage multiple attraction channels such as Indeed, LinkedIn and Find a Job, to ensure that they remain up to date and are fully utilised.

3. Practical experience in utilising system software like WordPress, Canva, Page Tiger and Adobe Photoshop (among others) to bolster talent attraction is a must. Eager to acquire and enhance skills and software expertise for driving innovation and ongoing improvement.

4. A driven and creative individual with keen attention to detail, a results-focused approach, and a constant desire to improve and innovate. A positive, proactive attitude along with an eagerness to expand and develop the talent attraction offering currently in place is a must.

5. Strong communication skills are key, along with the ability and experience in fostering and maintaining relationships with various stakeholders, both internal and external.

6. Ability to deliver effective, administrative duties; well organized, reliable, and able to meet deadlines, whilst appropriately handling confidential and sensitive information. Ensuring appropriate consents are gathered for promotional materials, understanding, and adhering to industry standards.
