Job summary




This is a challenging and exciting role in which you will assist the Head of Member Liaison in providing leadership, guidance and advice services. The Member Learning and Engagement Manager is responsible for shaping and delivering a high-quality learning and an engagement programme for Members of the Senedd and their staff across Wales, under the guidance of the team leader. The role holder will oversee the development, management, and monitoring of training initiatives, ensuring they are relevant to all aspects of Members? work, and oversees management of the budget and procurement for training requirements. You will need to have the skills to deliver training, in a variety of situations, both formal and informal.


You will work closely with Members of the Senedd and their staff, and senior leaders within the Senedd Commission. You will be a key contact for the Members, a valuable source of advice to them on learning and development issues as well as more general proactive management queries in relation to their staff. You will also foster good communication, and drive engagement with Members. gathering feedback as we respond to need and shape future service provision.


The role will also contribute to wider corporate objectives including supporting steps to improve service effectiveness to meet the needs of Senedd Members, identifying and understanding Member needs and using this knowledge to shape the provision of appropriate levels of support, in a changing environment. We are looking for someone who has a strong focus on excellence in customer service and the provision of flexible, appropriate, solutions to assist Members in the delivery of their responsibilities. You will also be required to provide advice directly to Members on extremely sensitive matters, and will be an important part of our in-person presence for the Senedd following the May ?26 elections and as we support the evolving needs of the parliamentary community.


You will contribute to cross-service and corporate initiatives, leading on some projects, supporting the Senedd Commission in achieving its strategic goals.

Key tasks

:

Leading a team who are responsible for the development and delivery of a relevant, timely and high-quality learning and development programme for Members and their staff across Wales, within an agreed delivery framework.. This will include managing the budget and procurement framework for our training requirements. It will also entail developing innovative ways of delivering, managing and monitoring training that is relevant to all aspects of a Member?s work and that of their staff. Delivering training where appropriate; Developing and leading on delivery/improvement/change of the teams? services to Members through careful engagement and planning, escalation of ideas and proposals and responding to feedback; Maintain and develop key channels of communication with Members, for example the Members? information centre (the ?Hwb?), the intranet and the Members? survey. Advise colleagues to ensure the most appropriate communication and engagement channels are used, and be key part of our in-person presence in the Member engagement Hwb; Using appropriate ways of engaging with Members to identify and understand their needs, sharing knowledge and information gathered appropriately to help shape future service provision, and interact with Members about changes. This would include being innovative in approach as well as using existing mechanisms; Being an active member of the service management team providing leadership and direction to the Learning and Engagement team, motivating them to achieve high standards of service and performance, planning for future need and planning resources around that need, and deputising for the Head of Member Liaison as needed; Complementing the work of the Members? Business Support team by providing proactive employment and management support and advice to Members . Suggesting and arranging learning and development opportunities as appropriate; Lead the delivery of projects relating to the responsibilities of the team, and participate in cross cutting projects being led elsewhere in the organisation; Working with the Head of Member Liaison and the Heads of Members Business Support to support the work of the Remuneration Board, where appropriate to this role; Representing the team or service or leading relevant meetings such as with Members or Member support staff and liaising as necessary with the Senedd?s Leadership Team and Executive Board. Participating fully in corporate and cross-service matters to make a positive and effective contribution to achieving the Senedd?s Commission?s Strategic Goals;

Judgement and political sensitivity:

have the ability to understand and respond to different perspectives and situations appropriately, with an awareness of the implications of working in a dynamic and complex, high profile, politically sensitive environment.

Knowledge and experience

: be able to provide Learning and Development and general managerial advice on various issues in a fast-paced environment.

Forward planning and project management:

able to plan the team?s programme of work according to significant events, milestones or business need, and have the ability to reprioritise workstreams according to changing demands.

Written Skills:

excellent written communication skills, including an ability to draft and prepare written reports and material suitable for presentation at Senior level and the ability to edit and shape text to meet a variety of needs.

Desirable criteria:




The following qualities are not essential for this particular post but have been deemed as desirable. These will only be taken into account in the event of two (or more) candidates acquiring the same score at either application or interview stage.


Experience in providing L&D advice and support or Membership of the Chartered Institute of Personnel & Development (or currently working towards MCIPD).
