Purpose and objectives of the role:
To lead and execute the mobilisation of new contracts across HFL's portfolio, ensuring seamless transitions, operational readiness, and compliance excellence. The Mobilisation Manager will act as the single point of contact for internal teams and clients during mobilisation, bridging commercial, operational, and compliance functions. This position will incorporate a procurement element where you will review HFL 's current subcontractors with help from our Technical Services Team and make data led decision on the procurement process.
Main duties and responsibilities:
1. Mobilisation Planning & Execution

  • Own and deliver mobilisation plans for all new contracts, including M&E maintenance and compliance scopes.
  • Asset Verification: Coordinate and oversee comprehensive asset verification processes during mobilisation, ensuring all assets are accurately identified, validated, and recorded. Work closely with the Technical Services team to confirm asset condition and compliance with contractual requirements.
  • Dilapidation Reports: Compile detailed dilapidation reports for all new contracts, documenting the condition of sites and assets prior to mobilisation. Collaborate with relevant departments to ensure reports are thorough, accurate, and delivered in a timely manner to support seamless handovers and risk management. Including estimate costs for repair or replacement.
  • Coordinate asset surveys, induction packs, H&S documentation, and client handovers.
  • Track progress against milestones using tools like Maximo, Meridian, and CAFM systems.
  • Compile dilapidation reports with assistance from the Technical Services Department.
  • Create site logbooks for sites where required and ongoing management of replacements. Ensure site is set up on XCAFM system portal.
  • Lead weekly mobilisation meetings to address risks and ensure readiness.
  • Monitor mobilisation budgets, track spend, and report variances or risks.
  • Identify and coordinate necessary resources (staff, equipment, materials) required for successful mobilisation with engagement from the Technical Services team.
  • Oversee TUPE processes and ensure compliance with all legal obligations during staff transfers with cooperation from the Human Resources department.
  • Ensure all key service dates are shared amongst the business Development Team.
2. Stakeholder & Contractor Engagement
  • Act as the primary point of contact for contractors and suppliers during the mobilisation phase, providing regular updates and addressing concerns.
  • Engage early with incumbent suppliers and site teams to minimise disruption.
  • Collaborate with HR on TUPE processes and staff onboarding.
  • Build and maintain strong relationships with clients, vendors, and internal teams to ensure alignment of expectations and seamless transitions.
3. Compliance & Quality Assurance
  • Ensure mobilisation aligns with LCA, Gas Safety, and H&S standards.
  • Deliver all required documentation including dilapidation reports, SOPs, EOPs, and risk assessments.
  • Monitor audit readiness and address quality risks proactively.
4. Operational Integration
  • Work with regional teams to embed the tender offer and contractual obligations post-mobilisation.
  • Support service redesigns and social value commitments where applicable.

Skills & Qualifications:
  • Proven experience in contract mobilisation, ideally within FM or building services industry.
  • Strong management and stakeholder coordination skills.
  • Familiarity with CAFM systems, asset validation, and compliance frameworks.
  • TUPE and HR process understanding.
  • Excellent communication and problem-solving abilities.
  • Experience working in fast-paced, deadline-driven environments.
  • Analytical mindset with strong problem-solving skills.
  • Knowledge of contractual and operational compliance requirements.
