The 4Cs (Children's Commissioning Consortium Cymru) has an exciting new opportunity for one full-time and one part-time National Children's Services Commissioning Officer. You will be part of a committed team who are focused on achieving the best outcomes for children and young people looked after across Wales.
The 4Cs is a busy team with a varied workload providing a national commissioning service to all 22 Welsh local authorities and managing the All-Wales Frameworks for both independent foster care and residential care placements, and for secure transport. This is supplemented by a range of diverse legislative implementation and policy projects, commissioned training, and our active Young Commissioners Group.
The 4Cs is looking for leaders who have strategic vision, with excellent communication skills, able to prioritise a busy workload and who will;
Lead and model excellent commissioning practice across children's services in Wales; to deliver high quality commissioning which is child centred, needs led, and outcomes focused aligned with national, regional and local priorities.
Lead key integrated commissioning projects to support the implementation of commissioning strategies and the children looked after agenda in Wales.
Analyse the health of the markets and lead on strategic initiatives to shape services to meet need, anticipate emerging risks to commissioned services with proactive solution proposals.
Lead on decommissioning projects as required at either national, regional or local level to incorporate equality impact assessments, identify risks and benefits with mitigating actions and timetable redesign activity to avoid gaps.
Lead and manage positive engagement with market leaders, msme's, charitable or social enterprises and encourage new market entrants, to develop local, regional or national service solutions.
Ensure Local Authorities are supported to comply with their duties of sufficiency, affordability and sustainability.
Produce high quality service specifications for commissioned services, ensuring they are fit for purpose to meet the needs of the identified cohort of the population.
Ensure that children and young people's views on commissioning of services and service improvement are routinely sought and influence, service design, performance management and outcome delivery. Deliver co-produced solutions to maintain the Childs Voice at the centre of the Consortium's work.
The ideal candidate will have knowledge and experience of delivering the commissioning cycle to a high standard of practice, with knowledge and understanding of health and social care legislation and policy relevant to children's services in Wales. You will have experience of collaborative working with a range of public sector and independent stakeholders, working within a complex, politically sensitive organisation and developing strategic partnership plans.
The team is hosted by RCTCBC and is based in Pentrebach, Merthyr Tydfil. The post is hybrid working, working from the office 2 days per week pro-rata, with opportunity for flexible working when necessary.
As this is national post, there will be a requirement to be able to travel independently across Wales to engage with partner local authorities and key stakeholders, plus facilitate large conferences or events.
