The Role



Fortem Solutions are currently recruiting for a National Framework Manager to join our Central Procurement Team. This would be a permanent, full-time role, officially based in our head office in Hitchin but with flexible working locations. To carry out the role successfully, you will be expected to travel around the country meeting clients, with occasional overnight stays.



You would lead the strategic development and operational management of the company's social housing frameworks, ensuring we maximise visibility, access, and success across relevant frameworks. The Framework Manager will grow our client base, secure direct contract awards, and align our positioning across Repairs & maintenance, Capital Works, and Retrofit workstreams, contributing directly to revenue growth and pipeline development.

Fortem Solutions are a nationwide business specialising in the Social Housing sector. We provide Repairs & Maintenance, Capital Works and Retrofit works services for Local Authorities and Housing Associations.

Essential and Desirable Criteria

Framework Strategy & Development




Develop and implement a comprehensive framework engagement plan with regional growth strategy as the driver. Identify and evaluate new framework opportunities, ensuring alignment with company target workstreams and growth areas. Position the business for early engagement, preferred contractor status, and lot access in future procurement rounds.

Client Acquisition & Growth




Proactively engage with framework providers, housing associations, and local authorities to build relationships and generate direct award opportunities. Leverage framework access to build new client relationships and expand geographic and service reach. Support regional teams in pursuing mini-competitions, offering bid strategy input and client insights.

Internal Collaboration & Enablement




Work cross-functionally with Business Development, Procurement & Operational Teams to ensure readiness and responsiveness to framework opportunities. Maintain a detailed framework tracker covering access, key contacts, pipeline value, and success rates. Ensure compliance with framework reporting and performance obligations (e.g. KPIs, ESG reporting, social value commitments etc).

Bid Support & Mobilisation




Support the tendering and mobilisation of contracts secured via frameworks, including pre-engagement, bid review, and mobilisation planning. Contribute to the development of strategic bid content such as social value, innovation, and framework case studies.


What You Will Need



Essential


Proven experience in social housing, frameworks, and public sector procurement

Strong understanding of frameworks such as Fusion21, LHC, Procure Plus, CHIC, etc.

Client relationship management, bid strategy, cross-functional collaboration

Strategic thinker, commercially astute, relationship-driven, proactive.

Full, UK Driving Licence (no more than 5 points)


Desirable


Familiarity with current legislation and regulation across all workstreams - R&M, Capital Works & Retrofit.
