The People and Training Directorate, led by Director People & Training (Dir P&T), is responsible for attracting, recruiting, training, sustaining and retaining inspired, capable and motivated people in an agile and flexible Whole Force to enable the Royal Navy to succeed on operations by putting our people capability first.
The Directorate therefore spans a multitude of both policy, functional and delivery areas. This includes the various training establishments, people and training strategy, and the full breadth of traditional HR functions including recruitment and attraction, remuneration, workforce planning and talent management.
The Directorate has undergone a number of major change programmes which focused on delivering the P&T Strategy to ensure the whole force can: Join Well, Train Well, Work Well, Live Well, and Leave Well. To enable this, the organisation is structured to ensure it runs well, embraces an innovative culture, and drives digital and technological advancement to improve our people analytics and insights.

Job description
We're looking for a Resourcing and Talent Acquisition Specialist to develop and deliver high-impact bulk recruitment campaigns that strengthen the Civil Service workforce across Navy Command focusing on the growth areas such as Defence Nuclear Enterprise on the Clyde and Devonport. This is a pivotal role in ensuring we attract, select, and retain exceptional candidates at scale--through smart use of recruitment campaigns, apprenticeship schemes, reserve candidate pools, data-driven planning, and strategic resourcing interventions.
You'll be at the heart of our recruitment activity for Civil Servants, working collaboratively across our departments (known as 2directorates) to deliver efficient, inclusive, and future-focused hiring solutions with an aspiration to move away from multiple competing adverts for similar roles
Key Responsibilities
Design, plan, and manage large-scale recruitment campaigns to meet our strategic workforce needs
Be central point of contact for the organisation linked to any central recruitment activity.
Maintain and promote reserve lists to optimise talent pipelines and reduce time-to-hire.
Collaborate with senior stakeholders to implement resourcing strategies linked to strategic workforce planning and talent interventions.
Ensure recruitment activity is inclusive, fair, and aligned with Civil Service values.
Upskill and educate business areas as appropriate with best practise and ensuring mandated rules are adhered to.
Use platforms such as Horsefly and Linkedin Insights to analyse data and market insights to continuously improve resourcing outcomes, draft business cases to utilise online jobs platforms.
Support digital transformation and help embed using Management Information to achieve efficient resourcing across the organisation
Lead and mentor your HEO and contribute to a positive, learning-focused team culture across the other Central HR teams ensuring KPIs are met.
Person specification
Essential:
Strong experience in high-volume recruitment, or a proven track record of achieving positive outcomes for complex resourcing campaigns. Ideally within or alongside the Civil Service or a large public sector organisation.
Confidence using data and insights to inform recruitment strategy and work out where interventions are needed.
A proactive, solution-focused mindset with excellent stakeholder engagement skills.
Is self-motivated and ability to operate on own direction with minimal oversight and ability to adapt to agile methodology and use tools such as JIRA to track activity and raise issues.
Has a passion for inclusive hiring and understanding of how to ensure we continue to embed diversity and fairness in selection processes.
Hold or be willing to work towards Associate membership of the CIPD which can be achieved through your role.
Desirable:
Knowledge of the Civil Service recruitment framework is a bonus, but not essential.
Understanding current apprenticeship levy system in England and Scotland is a bonus, but not essential.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
