Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Royal Navy, supporting operations around the globe and providing the ships, people, aircraft and equipment to deliver the United Kingdom's (UK) Defence policy. NCHQ supports all the Royal Navy's (RN) activities from: front-line operations; personnel and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Civil Servants and Armed Forces personnel work together across a wealth of interesting and challenging jobs and disciplines, from: logistics; finance; legal services; HR; media; and communications.

Job description
This post is part of the Fuel Operations team, a small and friendly group of people, we ensure that the Royal Navy have access to Maritime Fuel on a global basis. We are responsible for all aspects of Fuel Inventory Management. The Oil and Pipelines Agency (OPA) Intelligent Customer / Programme Manager (ICPM)position is based in Leach Building on Whale Island, Portsmouth, however the position can be based at home for an agreed proportion of the working week (there is an expectation the incumbent will work in office at least twice a week). You will have the opportunity of working in partnership with colleagues across NCHQ, Public Corporations, other Front-Line Commands, Defence Equipment and Support (DE&S), Industry and Allied Navies. You will provide an intelligent customer function to the OPA, ensuring services are delivered iaw the Navy Command / OPA Service Level Agreement (SLA). You will also act as the OFD Programme Manager, supporting the SRO (DD Logs), providing Governance and Assurance, ensuring benefits are realised across the Oil Fuel Depot (OFD) estate. This post is high profile and will provide the holder with opportunities to develop skills and gain experience across various disciplines.

Person specification
As the authorised Navy Cmd Senior Responsible Owner (SRO), DD Logs sets the NC requirements for the supply of Maritime fuels and monitors the outputs and delivery of the Oil and Pipelines Agency (OPA) in support of this, including the delivery of NC funded Infrastructure and business change projects.
On a day-to-day basis, the OPA oversight and management functions are provided by the OPA Deputy Intelligent Customer & Programme Manager (OPA ICPM) who is responsible for:
Provide NC Deputy OPA Intelligent Customer function for the services provided by the OPA as specified in the Navy Command / OPA Service Level Agreement.
Manage Service Level Agreement between NC, OPA & DIO for OFD outputs and services, including dependencies and enabling services.
Monitor delivery and performance against the SLA requirements.
Provide secretarial duties to the 1 OFD Programme Board (1OFD PB) and the OF5 OFD Operational Management Group (OFD OMG)
Produce and scrutinise OFD Management Information (MI), including performance, risk and assurance reporting, escalate issues accordingly.
Identify and actively manage risks and issues to OFD in-service capability and supporting projects, including delivery against agreed performance, cost and time. Where applicable, record and maintain on POL.
Manage / process OPA related CP&F activity inc. raising requisitions and receipting.
Provide NC OFD SRO deputy support function with the delivery of OFD in-service capability and supporting business change projects:
Provide efficient and effective OFD SRO governance.
Ensure OFD projects realise defined benefits.
Provide secretarial duties to the 1 project Steering Groups (SG). Support NC Fin and OPA in the production of monthly OFD Forecasts of Outturn (FOO) and PR submissions to ensure a balanced and affordable OFD programme that is aligned to SLA requirements and priorities. Produce and submit in-year change requests.
Support SRO OPA O&M and Capital Works ABC Submission.
Co-ordinate NC SME 'customer' input to OPA business change initiatives, including Commercial & VFM Reviews and Site Rationalisation Strategies.
Provide support to DIO in the Scoping, Requirement Setting, Approval, Management and Handover of Capital Works Projects.
Provide OFD Thanckes Sustainment project NC Requirements Manager function.
Support RNAS BFI Option Study, specifically leading NC involvement and/or OPA O&M of BFI on behalf of Navy.
Support Fuel Ops Manager with wider initiatives.
