Job summary




His Majesty's Naval Base Clyde (HMNB Clyde) is home to the UK's Strategic Nuclear Deterrent and Astute Class Attack Submarines. It is an operational support and maintenance Naval Base and comprises both Faslane and Coulport sites. HMNB Clyde's primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). HMNB Clyde is the single operational home of the Submarine Service and will become the UK's Submarine Centre of Excellence. This provides an excellent opportunity for commencing and developing an exciting and challenging career within the MOD and Civil Service.


The HMNB Clyde Security Organisation (CSyO) is responsible for the Force Protection measures that protect the establishment, including the CASD / attack class submarine fleet, and the Nuclear Weapon programme from a wide range of threats. An established part of this organisation is the Counter Intelligence (CI) Section. A rare opportunity has come available to join the Section as a CI Officer, a position which identifies and counteracts the CI threat.


You will be part of a multi-disciplinary team led by the Counter Intelligence Authority within the wider CSyO - a small, busy, but incredibly friendly CI Section, working the most important security and CI issues across the establishment and maintaining intelligence community and law enforcement relationships and collaboration across the local, regional and national level. It is a team that cares about delivering a quality service to the Naval Base Commander and our Senior Security Leadership Team and delivering high performance CI activities within the Defence Nuclear Enterprise (DNE). The HMNB Clyde CI Section is the focal point for coordinating the response to all CI threat related activity maintaining an unrelenting focus on supporting security operations at the Naval Base.


No day is the same within the Section, one day you may be surged to a large CI or Security investigation conducting interviews and de-briefs at pace, the next you may be using a range of intelligence analytical techniques to review complex data and delivering highly sensitive threat briefings. In this role, you will routinely be engaging with stakeholders across the DNE and wider within the UK Government and UK Intelligence Community (UKIC).

Job description




The CI Officer is responsible for supporting the operational capability of a multi-functional CI team who are responsible for delivering CI support at HMNB Clyde.


The Clyde CI Mission is to identify and understand threats to security at the establishment posed by threat actors, including Insiders and exploits opportunities by undertaking pro-active CI operational activities and investigations to mitigate and counteract the threat in order to protect HMNB Clyde's information, personnel and assets.


You will be working on a variety of high-profile CI topics and casework that are at the heart of the Ministry of Defence's policies for protecting assets, information and people at HMNB Clyde, so it is key that you have a good understanding of the current and emerging threat landscape. There will also be the opportunity to work across the CI team and gain valuable insight into the Government Security Function and DNE.


No matter your investigative or intelligence experience, we will provide you with bespoke training and ongoing professional development throughout your career in the CI Section.


Key responsibilities include, but are not limited to:

Direct CI collection and assessment activity to ensure that threats are appropriately identified. To support a CI capability that mitigates all threats, Terrorism, Espionage, Subversion, Sabotage, Organised Crime, (TESSOC), including Insider Threat (InTh) to security at HMNB Clyde. Understanding the threat and determining what assets need protecting and advising CSyO on how this can be achieved. Support the delivery of an Insider Threat mitigation programme. Support the continuous delivery of a CI Estimate to inform Naval Base Commander Clyde of current threats within the Area of Operations. Conduct proactive CI activities to identify, disrupt, deny, exploit and mitigate the threat from hostile actors. Identify new, confirmed or likely CI casework through liaison and engagement with Defence Counter Intelligence (DCI), UKIC, Royal Navy Police, Police Service of Scotland, RNCI and other Naval Base Stakeholders. Provide operational and investigative support to CI investigations and operations, ensuring CI investigations are carried out thoroughly, professionally, and expeditiously in accordance with DCI policies. Organise CI interviews and de-briefs and assist in conducting these interviews when required, including conducting research and maintaining CI investigation files and reports. Ensuring that all Restricted Country List (RCL) travel and contact reporting and records are maintained, and that the policy is regularly reviewed and published. Conduct RCL travel briefs and de-briefs and produce reports for review. Conduct searches of intelligence databases, analyse results using Intelligence Analysis Tools and carry out effective case management and create, maintain, and update CI records, including case files. Developing relationships with units at the Naval Base and other RN assets to support their threat and incident reporting requirements. Support CI Authy in the continuous delivery and update of a CI Estimate using the governing principles of Intelligence Preparation of the Environment (IPE) and be responsible for supporting the successful delivery of Question 1 briefs to NBC and the Naval Base Senior Security Leadership team. Identify information of relevance to support investigations and threat reporting utilising Open Source Intelligence tools and databases. Manage and contribute towards the update of the HMNB Clyde CI Collection Plan. Support the delivery of the CI Threat Awareness briefings and material to all base personnel.

This position is advertised at 37 hours per week.

Person specification



Desirable Knowledge and Experience:




Ability to operate in a mixed military-civilian environment and ability to develop strong relationships with a wide range of individuals and organisations.


Desirable knowledge of current threats to UK Defence and experience of providing threat awareness briefings.


A background in investigations or intelligence is highly desirable.


Knowledge of intelligence analysis and assessment tools and interview techniques and strategies; Understanding of MOD and wider Government.


Experience in producing and delivering briefings to inform Seniors.

Essential Criteria - Successful candidates will need to demonstrate:




Previous experience of working within either an Intelligence, CI or Personnel Security casework role;


Excellent oral and written communications skills and strong interpersonal and organisational skills;


Proven ability to develop good working relationships with a variety of internal and external partners;


Proven ability to plan, organise and manage investigative casework to deliver the best quality and efficient service;


Strong analytical skills and sound judgement to evaluate complex information and make effective decisions;


Developing positive relationships with a range of customers will be key to identify CI requirements and providing security advice at HMNB Clyde.


The post holder must have demonstrable experience of working in an intelligence, CI or Personnel Security casework environment or be prepared to undertake on appointment an extensive and demanding programme of CI, intelligence analysis and investigative interview and research training to obtain appropriate qualifications.


Licences A full Category B (car) driving License is required for this role as it involves driving to various locations, sometimes at short notice to deliver the CI Section and Insider Threat Detection Cell job role outputs. The successful candidate will be expected to undertake driving duties, using a Service vehicle to undertake routine business as part of their role.


This is a Ministry of Defence Reserved Post and is open to sole UK nationals only, successful applicants will require a Developed Vetting (DV) National Security Vetting clearance. You will usually need to have been a resident in the UK for seven out of the last ten years before applying for a role with us. This is particularly important if you were born outside the UK. Certain posts within the Ministry of Defence have restrictions which could affect those who do not have sole British nationality or who have personal connections with certain countries outside the UK, it is important that you read the guidance before applying for a role requiring DV clearance.
