Job summary
His Majesty's Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194. It is home to almost two-thirds of the Royal Navy's surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.
The base is a major employer and provides lodging facilities to RN (Royal Navy) personnel serving at the base and in Portsmouth based ships.
HMNBP is one of three naval bases providing enabling support as part of the nation's defence strategy. In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas. This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ship's companies preparing for operations. A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services. The King's Harbour Master (KHM) Portsmouth is the de facto harbour authority for the Dockyard Port of Portsmouth, responsible for the safe and effective operation of the port primarily for the benefit of the Ministry of Defence. The port also has a wide range of commercial and recreational water users, and KHM has a duty to ensure safety for all users. In accordance with published MOD policy, KHM complies with the provisions of the Department of Transport's Port Marine Safety Code, and this guides the rules, regulations and safety guidance maintained by KHM.

Job description
The King's Harbour Master (KHM) is responsible for oversight of the elements of the Defence Marine Services (DMS) contract delivered in Portsmouth. These services include the provision of towage, passenger transfer services, together with a range of afloat logistic and vessel support services such as delivery of fuels and other liquids and tank cleaning. The operational delivery and contractual performance of marine services will be managed by the Marine Services Superintendent Portsmouth.
The Marine Services Superintendent Portsmouth (MSS P) is part of the King's Harbour Master team and is responsible for managing the marine services contract for HMNB Portsmouth. This contract directly supports RN and Dockyard outputs, utilising a range of different vessels such as tugs, pilot boats, workboats, passenger boats and barges.
Duties include acting as the "Intelligent Customer" for marine services and ensuring the contractor provides a quality service delivering value for money. The post is responsible for overseeing and ensuring that the contractor complies with all maritime legislation / port safety codes and, in co-operation with the Port Operations Manager, acts as a focal point for deconfliction and concurrency management on behalf of the many stakeholders who draw on the marine services contract. This will on occasion require that the post holder is available on an "on call" basis during silent hours and weekends. The post holder will be the Portsmouth Dockyard Port (local authority) lead for inputting into the detailed requirements and capabilities to support the various customers who use the marine services contract. The post holder will also be required to support the transition and integration activities from the current to the future marine services contracts (DMS Next Generation).
Responsibilities:
Provision of professional marine services advice and intelligent customer support to KHM and Defence Marine Services (DMS). This shall include advice to the Naval Base Commander (NBC), KHM and DMS Delivery Section Leader on Contractor performance and compliance.
Provide and sustain the local Intelligent Customer capability for the range of Marine Services required by the MOD, providing advice on MOD policy and specialist training activities (Affected Services). Work jointly with the Contractor to identify continuous improvement opportunities.
Manage and raise additional tasking requirements to meet KHM and local customer demand. Assure that such 'non-core' requests are costed, funded, and represent value for money for Navy Command.
Act, where required, as tasking and co-ordinating authority on deconfliction and prioritisation of marine services tasks to best meet Dockyard movements and support priorities.
Authorise requests by the Contractor to undertake Third Party work, and to ensure such opportunities and financial benefits documented within the Contactor task management system.
Oversight and assessment of the Contractor's performance against the marine services contract and in accordance with the contract performance framework.
Sample audit and verification of usage figures of MOD fuel burned by the Contractor on Contract and Commercial tasks.
Confirm that contracted marine services are compliant with associated safety and environmental and management plans, local assurance procedures and the Contractors' management plans. This includes checks of the Contractor's processes to ensure that vessels are suitable for assigned tasking and meet safety and environmental requirements.
Focal point locally for any marine service contract dependency issues; escalate to DMS any failures that impact on service provision and assist in issue resolution.
Responsible to KHM for providing independent oversight and local management of safety and environmental assurance in accordance with DMS and MOD safety/environmental management plans
Representative KHM and DMS on local marine forums, contract governance events, MSS and other meetings as required by KHM. Chair the Local Performance Working Group meeting and attend/chair other local and contract meetings as directed, and as required in the management of the contract.
Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. Person specification
The successful post holder will be comfortable communicating and engaging with a wide audience base including senior civil servant and military officers both within Navy Command and across the MOD. The post holder will understand the importance of exploring different styles and methods of communication and adapting to meet the needs of stakeholder management. The post holder will work across team boundaries and MOD organisational structures.
It is essential that candidates have knowledge of the port marine industry, together with a working knowledge of the operational and logistic requirements of the Royal Navy. Knowledge of how the interface between commercial maritime organisations and the MOD works would be beneficial.
The role is Portsmouth based, but there may be occasional requirements to travel to other locations in the UK, and even overseas. Therefore the successful candidate must hold or be willing to obtain a valid UK passport.
It would also be essential for the successful candidate to have a Full UK Driving Licence.

They will be expected to demonstrate experience in one or more areas such as design, construction, survey, maritime operations and administration.
