Salary:

The starting salary is 47,060 which includes allowances totalling 2,928.


The salary is broken down as basic salary 44,132, which will increase annually until you reach the top of the scale 52,652 Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

Job Summary




The role requires an individual who has the drive and commitment to lead the National HUMINT Unit's (NHU) Policy and Strategy Team. The post-holder will have broad experience of planning, development and successful delivery of HUMINT related national policies, standards and guidance. This includes the de-confliction of intelligence related policies and guidance created by other areas of business within the CTP network. The post-holder will be managing specific allocated work packages within set timescales as well as providing support, guidance and communication to the wider CT network. To achieve this, collaborative working is required across National Security, Police stakeholders and police across the UK.

Key Tasks




The post holder will be required to do the following:

Oversee the development and implementation of policy/guidance within one of the most challenging, complex and sensitive areas of policing (HUMINT) Provide leadership, guidance and co-ordination support for the CTP National HUMINT network, for the delivery of policies and procedures Act as a national Subject Matter Expert for advice relating to HUMINT policy and guidance Deliver assurance through leading audit and peer reviews that policy and practice is applied nationally and in a standardised way Where necessary, escalate significant policy issues to the Band A and propose solutions Undertake the role of SPOC and SME for NCMA (Counter Terrorism Policing National CHIS Management Application) to liaise with CSC (Customer Service Centre), Compliance and Assurance and the external supplier in all aspects of any platform design-related IT issues, upgrades or amendments to the system Undertake the role of Senior Responsible Officer (SRO) for the NCMA data migration project on behalf of the DSU CT network and co-ordinate migration of CHIS data from all legacy systems with the regions and external suppliers Lead and co-ordinate national and regional teams to ensure that RPM (Records of product management) of CHIS data is complied with, identifying and dealing with non-compliance and reporting into the National RPM board Clarify, prioritise and present updates to the senior governance board for the National guidance; ensure that governance and senior decision-making is documented, and completion of actions is tracked in an auditable format Produce high quality and informed documentation to support CT HUMINT policy changes; subsequently record and communicate effectively to all relevant parties and stakeholders Build and maintain effective working relationships with regional HUMINT teams and partner agencies Attend local and national meetings in relation to HUMINT policies on behalf of the NHU leadership team Maintain a professional working knowledge of relevant legislative procedures and national policy Work together with key stakeholders to maintain national policy and HUMINT operational guidance consistently across the CTP HUMINT network Ensure key changes to policy and processes are implemented throughout the network Support the network in resolving any policy/process/guidance related issues raised by the CTP Network, working with the governance board to prioritise according to risk

Vetting



This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.


This post requires British nationality (some dual nationals may be ineligible) and an Enhanced Security Check (eSC)/Developed Vetting (DV)] clearance.


As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process. A strong understanding of CTP strategy and policy governance structures and how they interact with key national security partners Experience of working within HUMINT Experience of external/internal partnership working Experience and knowledge of RIPA 2000, CHIS codes of practice and other relevant HUMINT legislation Able to produce high quality documentation at a National Level, e.g. policies, guidance and reports Excellent written and verbal communication skills and be able to communicate feedback at all levels from practitioner upwards Excellent organisational skills Experienced and use in the use of Excel, Word and all other standard IT skills to an intermediate level Experience in planning and delivery of allocated work packages within specific timescales Proven ability to work on own initiative and as part of a small team Able to confidently communicate with and influence senior staff, stakeholders and build relationships across both operational and professional boundaries, including partner organisations Experience in engagement with national stakeholders both within law enforcement and at strategic partner level, to negotiate and influence a consistent approach to policy and standards Working collaboratively with practitioners and senior staff nationally Able to clarify and prioritise workloads and work under pressure to short tight deadlines Knowledge and understanding of project frameworks and delivery
