Job Description

To provide support and coordination across a broad range of day to day operational activities within Neurosurgery, Pain, Anaesthesia, Critical Care & Neuropathology Division with a focus on administrative services. Management of neurosurgical secretariat and data quality KPI's associated. Support the Operational Service Managers (SM) in the delivery of divisional objectives and performance targets.

The Operational Support Manager will manage administrative staff to provide an efficient and effective service to the Trust. The post holder will participate in the development of corporate objectives, policies and strategic plans. The post holder will be expected to organise their own workload and that of the administrative teams. Responsible for ensuring optimum use of theatre lists and outpatient clinics, ensuring a clear plan of operations for the Neurosurgery secretariat to work to and support the service managers by negotiating additional capacity for both inpatient and outpatient waiting lists.



Day to day management of Neurosurgery Secretariat, all aspects

Ensuring all theatre lists are fully populated and escalating any issues to the Operational Performance Manager

Managing List Planning Processes and attend regular weekly meetings with theatre, clinical and operational teams

Management and coordination of RTT validation within the division

Co-ordination and management of Outpatient clinical rooms

Oversee theatre list planning and capacity management

Management and coordination of data quality KPIs for example typing.

Managing recruitment processes for new staff and ensuring relevant training takes place and staff understand all national and local targets and guidelines

Any additional duties required as directed by the service manager

Provides proactive coordination and support to the service managers ensuring resolution of day to day issues within specific areas of responsibility.

To manage the theatre scheduling system, keeping a 'live' picture of the capacity and its planned usage at any given time.

To co-ordinate the apportioning of available theatre slots as and when they are given up in order to ensure that capacity is used in the most appropriate manner.

To ensure that available lists are filled appropriately and also that any lists which may become available are known at the earliest opportunity.

Ensure that there is maximum possible notice of consultant leave which will affect the capacity within theatres and outpatients.

To keep track of any patients that cannot be accommodated within their 18 week target and escalate to the Service Manages within appropriate timescales in order to find capacity.



Ensure Service Managers are kept updated on issues that could affect speciality performance.



Maintain an electronic system to ensure all secretariat and if appropriate, other staff leave is recorded and arrange suitable cover as appropriate.



Maintain close working relationships between Consultants, specialist nurses, advanced practitioners and service managers and patients where appropriate.



Line management of the respective Divisional Administration staff and Neurosurgical Secretariat, including shortlisting, interview and appointment of new members. Training and checking the work of such new employees.



In conjunction with the relevant Heads of Department, ensure that new policies and procedures are documented throughout the service and that they are adhered to.



Undertaking appraisals for appropriate staff in line with Trust procedure ensuring all employees have a Personal Development Plan.



Conducting return to work interviews in respect of appropriate staff in accordance with the Trust's Sickness and Absence policy and manage sickness absence for administration teams, taking action as appropriate.



Manage first line disciplinary in line with Human Resources.



Manage performance issues accordingly.



Manage behaviour and conduct at the first stage, referring complex or formal conduct / behavioural issues accordingly.



Ensure sufficient administration cover is in place to cover sickness, leave and absence.



To undertake a lead role in the recruitment and selection of staff within the department in accordance with Trust policies.



Provide day to day supervision and on the job training to relevant administrative teams.



Adhere and promote Trust policies, procedures and guidelines and maintain the Professional Code of Conduct.



Provide training for any new Human Resource systems to both administration teams and clinicians where appropriate.



To ensure all HR policies are communicated widely and implemented.



Implements general Trust policies within the administrative teams.



Compliance with the Data Protection Act 1998 and Information Governance
