Summary
We are seeking a highly experienced Civils Operations Manager to take operational ownership of our telecommunications civils activities across London. This pivotal role carries full responsibility for the safe, efficient, and commercially successful delivery of multiple fibre and infrastructure projects within public highways and private developments.
You will provide clear leadership to site teams, supervisors, and subcontractors, driving performance, compliance, and continuous improvement across all operational functions. This position requires a commercially astute leader with a deep understanding of telecoms civils delivery, reinstatement standards, and the regulatory environment in which such works take place.
Key Responsibilities
Lead the day-to-day operations across multiple civils projects, ensuring safe, timely, and high-quality delivery in accordance with programme and budget.
Manage and support ADMs, Site Supervisors, and Engineers to deliver works compliant with NRSWA, HAUC, and CDM regulations.
Oversee resource planning; labour, plant, and materials. Ensure utilisation aligns with project priorities and performance targets.
Monitor progress against KPIs, including productivity, quality, reinstatement compliance, and customer satisfaction; produce regular reports for senior leadership.
Maintain accountability for health, safety, environmental, and quality standards across all worksites, embedding a culture of safe and responsible working.
Build and sustain effective relationships with clients, local authorities, and third-party stakeholders to facilitate delivery and resolve issues promptly.
Drive cost control and operational efficiency through robust forecasting, procurement discipline, and supply chain engagement.
Identify operational risks and implement mitigation plans; ensure corrective actions are applied consistently.
Lead, mentor, and develop the field and supervisory teams to promote accountability, professional growth, and delivery excellence.
Skills & Experience
Proven track record in telecommunications civils or utilities infrastructure, ideally managing multi-site or city-wide programmes.
Strong understanding of street works permitting, reinstatement compliance, and statutory undertaker responsibilities.
Demonstrable experience managing operational teams and subcontractors in a fast-paced, commercially sensitive environment.
High degree of commercial awareness, including cost management, variation control, and client reporting.
Exceptional organisational skills with the ability to balance multiple priorities and deadlines.
Skilled communicator and stakeholder manager, able to influence at all levels internally and externally.
Proactive leader with a results-oriented mindset and a focus on safety, performance, and quality delivery.
Qualifications & Certifications
Degree or equivalent qualification in Civil Engineering, Construction Management, or a related field (preferred).
NRSWA (Full) Supervisor Certification - essential.
SA006 (Safe Working in Civils) - essential.
SSSTS or SMSTS - essential.
Full UK Driving Licence.
