About the Role
As an Oracle Fusion Risk & Access Management Analyst, you'll play a vital role in protecting and optimising one of Birmingham City Council's most critical business systems. This specialist role focuses on Risk Management Cloud (RMC) within Oracle Fusion -- ensuring user access, system security, and compliance are managed effectively across HR, Payroll, Finance, and Procurement functions.
You'll act as a trusted partner to business process owners and Oracle users, leading on incident response, access management, and security audits. You'll also contribute to system improvements, training, and compliance initiatives that keep the Council's data safe, reliable, and fit for purpose in a complex digital environment.

Duties and Responsibilities
Lead on risk assessments within Oracle Fusion, identifying vulnerabilities and implementing mitigation strategies.
Manage and respond to security incidents related to Risk Management Cloud (RMC), including access breaches and compliance violations, ensuring timely investigation and resolution.
Oversee user access controls, ensuring permissions, roles, and privileges are managed securely and in line with governance standards.
Conduct regular audits of access rights and system activity to ensure compliance with policies, regulations, and best practice (e.g. SOX, GDPR).
Develop, maintain, and communicate security policies and incident response procedures, promoting awareness across teams and stakeholders.
Provide guidance and training to system users and administrators on access management, security compliance, and data protection.
Collaborate with IT security, compliance, and business teams to align security processes with operational and legislative requirements.
Contribute to system enhancements and process improvements, identifying opportunities to streamline access management and strengthen governance.
Support Oracle Fusion updates, testing, and impact assessments, ensuring alignment with financial and operational requirements.
Maintain up-to-date user documentation, SOPs, and training materials to ensure consistent, compliant, and user-friendly access processes.
Participate in wider system improvement projects and contribute to the continuous enhancement of Oracle Fusion service delivery.
