Job Description

1. JOB PURPOSE:

This role supports organisational development of the Lincolnshire Primary Care Network Alliance. The role will help facilitate and develop the organisational leadership, structure, and governance as the LPCNA becomes a legal entity from December 2025. The Organisational Development -OD Manager will support the senior leadership team to develop the Workforce & OD Strategy over the next 3-years focusing on 4 key priorities: Developing a capable and sustainable workforce Effective leadership and management Healthy organisational culture Valuing our workforce and partners Enabling transformation and OD The role reports to the Head of Workforce Transformation (ICB) during the fixed term period as the organisation starts to take on its legal entity and evolve.



The post holder will also be expected to work autonomously and directly support the Clinical Directors, PCN Business Managers and senior management of providers with OD and specific core programmes e.g. The People Promise Trailblazers Programme. With a wide-ranging remit, the role will support and facilitate OD diagnostics, facilitation, development and delivery to enable the organisation and its workforce to reach optimum performance and deliver high quality, safe care to the community it serves. 2.



PRIMARY DUTIES AND AREAS OF RESPONSIBILITIES a) Main Duties Supporting LPCNA Organisational Development: Assisting the Head of Primary Care Workforce Transformation and members of LPCNA, the Primary Care People Group and providers to access OD support and initiatives to thrive in line with the aspirations of the NHS 10-year Plan. Administrative Support: Providing administrative support to projects as agreed with the Head of PCWT and LPCNA, including managing timely communication, scheduling meetings, developing resources and preparing reports. Financial Administration: Managing delegated budget responsibility as required. Communication and Coordination: Facilitating communication and coordination between different stakeholders at national and regional level, and within Lincolnshire Primary Care, including member practices and external organisations.



Project Support:

Assisting with the development and implementation of LPCNA OD projects, including the Lincolnshire Primary Care People Promise Trailblazers Programme. Quality and Governance: Helping to maintain quality standards within primary care and contributing to associated policy development and quality standards. Data Management: Supporting the collection, analysis, and reporting of data related to workforce and OD. Stakeholder Engagement: Developing effective engagement methods with various stakeholders, including practice staff, professional committees, Training Hub and external organisations.



Chairing the PCPG Engagement Subgroup and supporting associated communities of practice. b) Other Duties To be aware and work within the General Data Protection Regulations and confidentiality guidelines at all times when relaying data verbally or by written correspondence. To always adhere to the NHS Managers Code of Conduct and any other relevant professional codes of conduct. To uphold the values and behaviours of ELPCN and respect those of system stakeholders.



To complete the ELPCN induction programme and relevant mandatory training as directed. To prioritise work as required, reporting back to your line manager and wider stakeholders in a timely, professional manner. Works within relevant policies and comments regarding improving services. Ordering stock and materials for meetings and events.



Co-operate fully in the introduction of new technology and new methods of working. To report all incidents involving accidents and complaints ensuring that the necessary appropriate documentation is completed under supervision of your line manager. 3. TYPICAL SKILLS AND EXPERIENCE Strong organisational and administrative skills: Essential for managing a range of tasks and ensuring smooth operations.



Work collaboratively with teams and services and their General Practice Staff Survey (GPSS) results; identifying goals and objectives. People management skills: Act as a trusted advisor and facilitator designing, developing and delivering OD projects and whole team reflective practice groupwork. Supporting leadership development through OD interventions aligned to organisational values. Lead and facilitate the primary care NHS People Promise programme.



Develop strategies to support the health and wellbeing of the workforce. Excellent communication and interpersonal skills: Crucial for effective communication with various stakeholders. Act as a cultural ambassador, championing psychological safety, EDI and employee engagement. Proficiency in IT and relevant software: Necessary for managing data, preparing reports, and using communication tools.



Ability to work independently and as part of a team:

Important for managing workload and collaborating with colleagues and stakeholders. 4. CONFIDENTIALITY The post holder may have access to confidential information relating to practice staff and other healthcare workers. They may also have access to information relating to the PCN as host employer and as a business organisation.
