. The successful candidate will be responsible for managing all stages of the statutory process for Penalty Charge Notices (PCNs), including handling challenges, representations, and appeals.
This is a key role requiring excellent written communication skills, sound judgement, and the ability to interpret and apply complex parking legislation. You will be expected to produce high-quality, accurate responses under tight deadlines while maintaining professionalism and compliance with regulatory standards.
Key Responsibilities
Investigate and respond to all correspondence and statutory challenges related to Penalty Charge Notices (PCNs), including:
Informal challenges
Formal representations
Appeals to London Tribunals
Charge Certificate responses
Prepare detailed evidence packs for submission to
London Tribunals
in line with procedures and quality standards.
Attend personal hearings as required, acting as the Council's representative in a professional and diplomatic manner.
Ensure all appeal documentation and responses are completed within statutory deadlines.
Maintain up-to-date knowledge of relevant legislation and regulations impacting parking enforcement.
Assess evidence carefully to make balanced and fair decisions in accordance with policy and law.
Provide guidance to colleagues on complex representation and appeal cases.
Support the identification of service improvements and contribute to the development of new working practices.
Provide cover for other Appeals and Representations Officers or Line Managers as needed.
Maintain accurate case records and adhere to GDPR and data protection standards.
Carry out duties in line with Council values, ensuring fairness, ownership, and commitment to improving residents' experiences.
Ideal Candidate Profile
Essential Skills & Experience
Strong written and verbal communication skills with the ability to prepare clear and accurate correspondence.
Excellent analytical and decision-making skills with the ability to assess evidence objectively.
Proven experience working within a parking enforcement, legal, or local government environment.
Ability to manage workloads effectively under pressure and meet statutory deadlines.
Strong understanding of legislation governing parking enforcement and appeals processes.
Proficiency in using computer systems and case management software.
Desirable
Previous experience preparing submissions for London Tribunals.
Knowledge of local government systems, policies, and service delivery.
Pre-Employment Requirements
