We are currently looking for two pay modellers to work within the Pay and Reward Team, which is part of UKHSA's People and Workforce Group.
The Pay and Reward Team are responsible for designing, modelling, and agreeing all of UKHSA's pay interventions for its c.4,500 members of staff. These are high-impact roles, which are critical to ensure that UKHSA can deliver its people priorities, supporting its overall organisational mission of protecting the nation's health.
In one of these roles, you will ensure that UKHSA can effectively build, develop, manipulate, and analyse pay data, and provide the insight which shapes UKHSA's pay and reward decisions. In this way, you will impact every individual working in the organisation.
You will bring curiosity, innovation, and data literacy, which you will use to translate raw figures into meaningful intelligence and options while identifying anomalies and taking forward work to address these.
Your success in this role will be aided by your talent for understanding and interpreting what the data is 'saying', and what this means for options, decisions, and identification of risks.
Your analysis will inform the direction of UKHSA's reward agenda, so you will be comfortable with the accuracy of your work and using it to suggest ways forward at very senior level. You'll be able to construct models which combine multiple data sources with longer-term projections, and be confident in the conclusions you draw.
Your modelling will account for impact on different groups of UKHSA's people, ensuring that diversity, inclusion, and fairness are central to pay interventions.
You will develop working relationships and share best practice with a wide range of individuals, clinical and non-clinical, internal and external to UKHSA, and at very senior management level.

Job description
Pay modelling, annual pay awards, and pay flexibility business case
Develop, maintain, update and refresh models to ensure datasets within the models are consistent and relevant to the modelling requirements;
Lead and be accountable for the annual pay award modelling for Civil Service, Senior Civil Service, Agenda for Change, and Medical and Dental pay awards - option development, risk identification, implementation at individual level, and creation of key supporting products such as pay calculators and narratives;
Support development of any work in relation to a civil service pay flexibility business case:
+ Providing outputs from scenario planning to understand and advise on the impact and risk around modelling options, being mindful of the Civil Service Pay Remit Guidance;
+ Leading on the detailed modelling to underpin the construction of the case for circa 4,500 members of staff, including affordability, technical aspects and the impact on individuals;
+ Providing data visualisations, potentially at short notice, to support discussions and negotiations with UKHSA's Trade Unions and senior leaders.
Pay data management, presentation and anomalies
Working jointly with UKHSA's People Analytics and Payroll team to ensure the integrity of all pay information and intelligence;
Ensure consistency in information and intelligence across multiple datasets and models;
Establish and maintain filing and storage protocols to ensure UKHSA can respond to requests for historic information quickly and accurately;
Combine qualitative and quantitative information to ensure quality and integrity of UKHSA's pay decisions at senior level;
Identification of anomalies within reward data and taking forward activity to resolve these including putting in place sustainable solutions
Professional development
Commit to continuous growth in role, identifying and addressing professional development opportunities through appraisal and individual development plan. Attend internal and external training events, with a particular focus on improving pay modelling skills and knowledge of UKHSA and the wider Pay and Reward landscape;

Essential role criteria
Significant experience of reporting, cleaning, manipulation and analysis of complex quantitative and qualitive datasets, including confident use of a wide range of excel formulas and attention to detail
Experience of pay modelling
Ability to communicate clearly, using written and verbal communications alongside accurate and insightful presentation(s) of numerical information and impactful visualisations of numerical data
Ability to manage multiple priorities and organise overall workloads to meet deadlines
An understanding of, and commitment to, equality of opportunity

This role is being offered as hybrid working based at any of our Core HQ's or at the Nottingham office.
We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month). Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
Future location
UKHSA is investing in a new state-of-the-art National Biosecurity Centre in Harlow, Essex, which will eventually bring together teams currently based at Canary Wharf, Colindale and Porton Down. For more details, please see: Huge biosecurity centre investment to boost pandemic protection - GOV.UK.
The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available.
