Job description
You will be based in our HR division which is separated into
various specialisms. This role is leading Pay and Reward; you
will lead on developing and delivering reward policies and
processes that reflect our organisational values and support
our strategic direction.
Working closely with colleagues across HR and Learning &
Development, as well as our recognised trade unions and the
wider business, you will ensure our Pay and Reward
framework contributes effectively to achieving our goals.
You will provide expert advice and guidance to your team and
senior leaders on complex queries regarding the interpretation
and application of reward policies, ensuring they are clear,
consistent, legally sound, and aligned with Civil Service
guidance.
You'll also lead and support reward-related
projects, including leading the consultation processes.
Responsibilities
o Develop and deliver the COPFS reward and
recognition strategy
o Lead on the review and redrafting of pay and reward
policies and guidance, ensuring they are robust,
comply with legislation and best practice
o Provide expert advice and guidance to colleagues and
senior leaders on complex pay, reward and recognition
matters
o Oversee the accurate, efficient, and timely delivery of
monthly payroll, working closely with our external
provider
o Lead the pay team to deliver timely and high-quality
advice and support to customers
o Lead on develop and maintenance of clear processes
and high service standards, promoting continuous
improvement in service delivery
ROLE SPECIFIC DUTIES
o Participate in, and support, the annual pay negotiations
process, including leading on the implementation of the
annual pay awards for delegated grades and Senior
Civil Service (SCS) grades
o Lead on the implementation and delivery of all benefit
and recognition schemes, ensuring these are well
communicated and align to organisational objectives
o Conduct benchmarking and market analysis to ensure
rewards and recognition remains competitive
o Manage stakeholder relationships including building a
strong working relationship with our recognised trade
unions
o Lead a review of current processes, refining and
changing where appropriate to deliver an efficient,
customer focused and high-quality service

Person specification

You should be a confident communicator who is strong in building relationships with senior stakeholders, highly organised,
analytically minded and customer focussed.
ESSENTIAL CRITERIA
Please note the competencies referred to in this pack form the key essential criteria for the role. You will also be required to
demonstrate:
o Specialist knowledge and experience in developing and delivering pay, reward and recognition strategies
o Proven leadership in managing a reward and recognition or a payroll function with a focus on continuous improvement and
service excellence
o Strong stakeholder engagement skills with experience of working collaboratively with Senior Leaders, Trade Unions and
cross-functional teams
o Excellent written and verbal communication skills with the ability to produce clear, accurate and engaging policy
documents, guidance, and briefings; as well as presenting complex reward data and principles simply and clearly to nonexpert audiences
o Analytical and organisational skills including the ability to manage competing priorities, meet deadlines, and maintain
attention to detail across a varied workload
o Commitment to delivering a high-quality, inclusive and customer-focused HR Service
o Sound understanding of employment legislation and pay policy, with the ability to interpret and apply these in a
practical and legally compliant manner
