Working pattern: This is a full-time post working 37 hours, however we will move to a 35 hour working week no later than March 2026. We're committed to supporting staff to achieve a healthy work-life balance and are happy to talk about flexible working. This is a hybrid role, working from Holyrood, and from home.
About the role
This is an excellent opportunity to join the People Services Team as a People Administrator.
The People Services Team is made up of around 15 staff. The office is responsible for providing a full range of services to support managers, colleagues, MSPs in their role as employers, and their staff, in making the Parliament a great place to work
As a People Administrator, you'll be accountable for carrying out and taking ownership of all people services administrative processes. You'll be first to respond to enquiries, managing your own and shared mailboxes and escalating more serious matters in accordance with service level agreements.
On top of that you'll carry out administrative tasks in relation to processing the full employment cycle, monitoring processes and suggesting efficiencies to enable the continual improvement of service quality as well as producing accurate documentation and changes within our HR systems; publishing and issuing letters and changes to employment terms and conditions in line with our monitoring and reporting processes.
You'll provide administrative support to other areas of the office and share common tasks with other administrators. You'll use systems effectively to ensure data and records are accurate and accessible in accordance with the Parliament's Information Governance frameworks and provide effective and efficient people services including arranging meetings, interviews, drafting agendas and taking and issuing minutes. You will be an expert in our HR systems which support our staff and recruit and onboard new starts.

About you
The successful candidate will have a background in HR administration or will have studied Human Resources in some capacity. You'll demonstrate a high level of personal credibility and integrity, with excellent communication skills, and the ability to develop and maintain positive working relationships with colleagues and others. As an experienced administrator you'll use your IT and digital skills to support the work of the team.
You'll have good Parliamentary awareness and have the willingness to acquire new knowledge and skills. With the ability to work under pressure and to tight deadlines, you'll have excellent organisation and time management skills.
