As Pilot Launch Superintendent you will be responsible for the day-to-day management of the pilot launches and associated assets to ensure the safe and effective delivery of the Authority's Pilotage service in accordance with statutory and legislative requirements.
PRINCIPAL RESPONSIBILITIES
Ensuring operations and activities within the area of jurisdiction comply with Health & Safety and environmental requirements, as well as port policies, procedures, and other associated guidance.
Line management responsibility of the Watch Managers to include appraisals and performance management.
Ensure the Authority's vessels, jetty, associated assets, and equipment are maintained and regularly serviced in accordance with statutory and operational requirements through regular liaison with Launch Crew, Marine Maintenance, Engineering, and Estates teams.
Maintaining certification requirements for the port's pilot launches and jetty in line with legislative and port requirements.
Facilitate and support procurement requirements in line with departmental budgets and appropriate cost control.
Liaise with Watch Managers and the Pilot Launch Training Supervisor to ensure planned and unplanned absences do not negatively impact the provision of the pilot service.
Ensure standards of housekeeping and husbandry expected for Port Authority assets are maintained by launch crews.
Represent crews on operational committees, ensuring appropriate feedback and updates are provided to all crew.
Support the Assistant Harbourmaster (Technical) in the recruitment and selection of crew for employment and promotion.
Regular engagement with crews to provide information and ensure issues are addressed in a timely manner.
Undertake relevant training to acquire, demonstrate, and maintain the requisite competencies, knowledge, certification, and experience as required by the Authority.
Undertake other duties of a similar level as and when required by the Harbourmaster or delegate.
Assist the Assistant Harbourmaster (Technical) in the development and control of departmental budgets.
Support and deliver the Port's cultural and performance goals.
Other duties of a similar level as required.
RISK MANAGEMENT
Consider risk when making decisions, bearing in mind the Port's attitude to risk and its objectives.
Drive the ongoing progress of cultural change to ensure the identification, reduction and reporting of risk is a core management process.
Be familiar with and adhere to all relevant company Policies, Procedures and Local Work Instructions.
Ensure compliance with PIMS and that its provisions and principles are applied within your respective area of control.
PERSON SPECIFICATION
Essential:
Ability to lead and develop high-performance teams.
Demonstrated ability to work as part of a team in demanding situations, as well as the ability to work independently as directed or on own initiative when required.
Current Full UK Driving Licence.
Effective communicator with excellent interpersonal skills.
Good standard of computer literacy using Microsoft Suite.
A sound knowledge of, or the ability to rapidly acquire a sound knowledge of, the "Embarkation and Disembarkation Code of Safe Practice," Workboat Code, and other relevant publications, policies, and procedures applicable to the operation of the pilotage service.
MCA approved First Aid certificate.
STCW 95/2010 Basic Safety Courses to include Personal Survival Techniques (STCW A-VI/1), Fire Prevention and Firefighting (STCW A-VI/1.2), Elementary First Aid (STCW A-VI/1.3), and Personal and Social Responsibility (STCW A-VI/1.4).
ENG1 or comparable MCA approved certificate of medical fitness.
Ability to demonstrate commitment to the Authority's values.
Desirable:
A marine background with demonstrable relevant experience.
RYA Advanced Powerboat or Yachtmaster Coastal certificate with commercial endorsement or other MCA approved certification appropriate to the area of operation.
Demonstrated boat handling experience, ideally in pilotage operations.
Marine Short Range VHF certificate.
MCA Efficient Deck Hand (EDH) certificate.
MCA Approved Engine Course (AEC1).
Recent experience of operating or managing small commercial vessel operations at sea.
Experience in a similar role.
Additional Position Specifics:
If not already held incumbents must have the ability to undertake and successfully complete necessary training relevant to the role.
Incumbents may be required to work in enclosed and confined spaces.
Incumbents must live within 15 miles of Milford Haven.
Incumbents may be required to undertake a call out arrangement.
