Brief Description

Portfolio Planning Specialist

Industry Partnership for Digital Railway (IPDR) is a national and cross-industry enterprise led by Eastern Region with the mission of creating the next generation railway, through the deployment of European Train Control System (ETCS) digital train control technology. This represents a migration to a safer, higher-performing, more resilient, more efficient, better skilled, more productive, and greener railway, delivering passenger benefits in the areas of safety, punctuality and resilience, and taxpayer benefits through reduction in capital and whole life costs.

IPDR is leading the (ECDP), which will see ETCS put into use across the south of the East Coast Main Line and tens of industry organisations migrated to using it. ECDP is the foundation for the network digital strategy and over two-thirds of its investment will enable and support the deployment of ETCS on other parts of the network.

Within IPDR we are establishing the Digital Signalling portfolio to oversee the wider rollout of ETCS across Great Britain and make it easier for Regions and schemes to deploy ETCS. Through the portfolio we will co-ordinate and deliver fleet fitment activities, work to develop robust, repeatable approaches to technical delivery and business change, increase supply chain capability and capacity, and deliver initiatives to build the industry\'s capability to efficiently plan, design, deliver, operate and maintain an ETCS railway.

About the role (External)

We are recruiting for a Portfolio Planning Specialist for Industry Partnership for Digital Railway to work on the Digital Signalling portfolio.

You will be responsible for developing and maintaining the integrated portfolio delivery plan, drawing schedule information from a wide range of industry stakeholders and their plans and integrating them, mapping dependencies, highlighting slippage, conflicts and errors and discussing these with stakeholders to understand them and agree a way forward. You will set out Key Performance Indicators linked to portfolio objectives and monitor delivery progress against them. You will compile and present schedule-based and narrative portfolio reporting information in a way that supports effective decision-making through the relevant portfolio governance forums.

You will specify appropriate planning and reporting requirements for the portfolio, providing guidance and direction to other planners as needed, monitoring the quality and consistency of all scheduling and associated reporting information, and undertaking assurance reviews as required.

Key Accountabilities:

1. Develop and maintain planning guidance to support the partners successful delivery within the Network Rail environment

2. Be accountable for maintaining a set of templates to support the supply chain in the creation of their development programmes

3. Design, develop and maintain the Industry Partnership Digital database(s) to allow strategic planning information to be stored and managed by Network Rail and its supply chain.

4. Establish and maintain the L2 assurance of delivery partners programmes, schedules, and planner capability as appropriate to the project work category and PACE lifecycle.

5. Establish and maintain planning guidance and advice to route teams in support of delivery outcomes

6. Review and monitor volumes reporting as required in support of delivery outcomes.

7. Operate as an escalation route for planning and systems issues supporting any resolutions and drive continuous improvements across programmes and projects.

8. Develop and maintain Level 1 Master Schedule review and Level 2 Summary Schedule that incorporate all the work planned, with appropriate milestones to track the overall programme and. produce reporting as required to support governance and assurance.

9. Be accountable for the connectivity to the wider business infrastructure to ensure systems are maintained, updated and fit for purpose

Essential

\xc2\xb7 Membership of a relevant professional body and/or educated to degree level

\xc2\xb7 A comprehensive knowledge of programme and project controls processes and systems

\xc2\xb7 Technical primavera experience

\xc2\xb7 Ability to use basic and advance IT systems

\xc2\xb7 Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.

\xc2\xb7 Demonstrable experience of creating opportunities for development for themselves and others/their team,

\xc2\xb7 Demonstrable experience of supporting the physical and mental well-being and safety of themselves and colleagues and of challenging business and safety related risks.

\xc2\xb7 Demonstrable ability to work proactively through complex issues.

\xc2\xb7 Demonstrable experience of thinking through the cost, business priorities and customer implications of their decisions.

Desirable

\xc2\xb7 Experience of planning within the railway environment

\xc2\xb7 Good communication skills both verbal and written.

Drugs & Alcohol test: All prospective candidates offered a conditional role will be required to undergo and pass a drugs and alcohol test.
