The Opportunity:
We are seeking an experienced and highly skilled Pre-Commissioning Engineering Manager. The Pre-Commissioning Engineering Manager will lead the definition, planning, coordination, and execution oversight of all pre-commissioning engineering activities for a major oil and gas project in Nigeria. Based out of Optimal's Aberdeen office, the successful candidate will manage a team of commissioning engineers and will act as the focal point between engineering, construction, commissioning, HSSE, and operations functions throughout the lifecycle of pre-commissioning.
Key Responsibilities:
Pre-Commissioning Engineering:
- prepare the execution schedules, manning levels, mobilisation plan, set of S-curves and progress reporting procedures and update them during the whole duration of the Project.
- Define sub-systems and develop pre-commissioning strategies in line with OPERCOM methodology.
- Lead the development of pre-commissioning procedures, test packs, operational test lists (OTPs), and leak test packages.
- Drive the implementation and maintenance of ICAPS or equivalent digital completion systems.
- Approve subcontractor test plans, witnessing matrices, and preservation procedures.
- Oversee the engineering and scheduling of temporary utilities, testing equipment, and interface requirements.
- Ensure traceability and control of punch items, ensuring category A items are closed prior to RFC.
- Compile pre-commissioning dossiers and ensure full compliance with project specifications.
Coordination & Interface Management:
- Serve as the principal interface with vendors, OEMs, 3rd party certifiers, and client teams.
- Collaborate with construction to ensure seamless mechanical completion and handover.
- Liaise directly with the client's HSSE, operations, and construction teams to align expectations and timelines.
- Chair or participate in planning meetings and readiness reviews.
Documentation & Systems:
- Ensure pre-commissioning documentation is updated, traceable, and integrated with ICAPS database.
- Develop and maintain project S-curves, execution schedules, resource plans, and progress reporting tools.
- Coordinate inputs from all relevant subcontractors, vendors, and licensors.
HSSE Responsibilities:
- Contribute to the development and enforcement of HSSE plans related to pre-commissioning.
- Ensure risk assessments, job safety analysis, and permit-to-work procedures are embedded into all activities.
- Participate in HSSE audits and ensure corrective actions are documented and implemented.
Required Qualifications & Experience:
- Vast experience or qualifications in Engineering or relevant technical field.
- Minimum 10 years' experience in oil & gas pre-commissioning and commissioning roles.
- Proven track record leading commissioning/pre-commissioning teams across major projects.
- Mandatory hands-on experience with OPERCOM methodology and ICAPS completion systems.
- Strong interpersonal and stakeholder management skills.
- Familiarity with Nigerian regulatory environment and prior Nigeria project experience (preferred).
- Fluent in English (spoken and written); French language skills a plus.
