Responsibilities

Manage a small team undertaking procurement administrative duties, providing clear instruction and guidance to ensure tasks are completed accurately and timely. Deliver a programme of compliant procurement projects to agreed timescales, utilizing best practices in project management, risk management, and contract management. Prepare tender documentation, quotations, and mini competition documentation in consultation with service managers to ensure Council requirements are met and value for money is delivered. Develop and maintain corporate procurement policies, best practice guidance, and template documentation, ensuring compliance with statutory requirements. Contract manage corporate contracts, including monitoring performance, holding review meetings with suppliers, and resolving issues in collaboration with service managers. Recommend initiatives and provide specialist advice to service managers, assisting them in contract management and identifying opportunities for improvements and savings. Promote and encourage procurement best practices across the Council by establishing positive working relationships and providing procurement training programs as needed. Conduct procurement-related research to produce briefing papers or management reports that reflect best practices and current legislative requirements.

Qualifications:

Educated to degree level or equivalent through work experience, continuous professional development, procurement-related qualification (e.g., CIPS), and project management qualification.

Knowledge:

Up-to-date knowledge of relevant legislation, regulations, standards, and best practices related to procurement, including the EU Public Sector Procurement directive. Understanding of project working, contract management, and new approaches to commercial activity in local government. Knowledge of Microsoft Office Suite and advanced Excel.

Experience:

Significant experience in running full tender processes, preparing tender documentation, establishing effective relationships for service delivery, leading procurement in medium or large organizations, managing complex procurement projects, explaining technical issues to non-experts, supervising teams, and providing input into policy development and service improvements.
