The Program Officer will lead the coordination and implementation of our gender justice initiatives, including the management of national and regional gender justice conferences, the facilitation of the Gender Justice and Intersectionality Network, and the development of funding proposals. This role requires strategic thinking, strong programmatic knowledge of intersectional gender issues, and the ability to build partnerships and mobilize resources.
The ideal candidate will be passionate about feminist leadership, social justice, and the rights of women, girls, and minoritised communities, and will have experience working across community-led and policy spaces.

Founded in 2008, PHOEBE is a registered charity that helps women and children from Black, Asian, Minority Ethnic, and migrant communities who suffer because of poverty, mental health, isolation, low self-esteem, financial difficulties, and domestic abuse. Qualifications & Experience
- Bachelor's degree in Gender Studies, Social Work, Human Rights, Development Studies, or related field (master's preferred)
- Strong experience in gender justice programming, feminist leadership, or intersectional policy advocacy.
- Strong experience with grant writing and resource mobilisation
- Proven experience in coordinating events or conferences
Key Duties & Responsibilities
Program Design and Implementation
- Coordinate and implement gender justice programs, ensuring alignment with the organisation's strategic goals.
- Support the delivery of leadership development and feminist movement-building activities.
- Monitor progress and impact of gender justice projects using results-based management frameworks.
Gender Justice Conferences & Events Coordination
- Design and deliver annual or biannual Gender Justice and Intersectionality Conferences.
- Work with planning committees, youth facilitators, and communications teams to ensure inclusive and well-publicised events.
- Manage logistics, speakers, invitations, and post-event evaluations.
Network Building and Facilitation
- Act as the focal point for the Gender Justice and Intersectionality Network (GJIN).
- Facilitate regular network meetings, capacity-building sessions, and collaborative campaigns.
- Maintain active engagement with grassroots, civil society, academic, and public sector stakeholders.
Research, Advocacy and Policy Engagement
- Produce policy briefs, position papers, and knowledge products to inform advocacy and programming.
- Stay informed on current national and global developments in gender justice and intersectionality.
- Represent the organisation in coalitions, government consultations, and advocacy spaces.
Fundraising and Grant Writing
- Identify and respond to funding opportunities that align with gender justice goals.
- Write and coordinate high-quality funding proposals, budgets, and reports.
- Maintain relationships with donors, funders, and grant-making institutions.
Monitoring, Evaluation and Reporting
- Develop and manage M&E frameworks for gender justice programming.
- Collect and analyse both qualitative and quantitative data.
- Produce periodic donor reports, internal learning reports, and impact stories.
Additional Responsibilities
- The nature of Phoebe's work is such that tasks and responsibilities can be unpredictable and/or varied. All staff are therefore expected to work in a flexible manner when tasks that are not specifically covered in their job description have to be undertaken.
- The post-holder will, as required, contribute to materials, resources, publications, newsletters, and team meetings.
