About the Role

Reporting to the Assistant Director of Homes and Safety, the Programme and Delivery Manager is responsible for managing a team to effectively deliver Cobalt's planned maintenance investment programmes, including Social Housing Decarbonisation Fund (SHDF) projects. The role is professionally accountable for ensuring that capital investment and SHDF delivery programmes are procured and delivered to Cobalt's standards, specifications, and schedules to provide high-quality homes and services.


You will work collaboratively across the organisation and with external partners to introduce and improve delivery methods, ensuring all Cobalt homes meet the Decent Homes Standard and support the sustainability and net zero strategy. With a strong emphasis on contract management and service delivery leadership, you will organise workloads and resource deployment to ensure quality outcomes and excellent service for customers.


This is a strategic leadership position that involves overseeing budgets, ensuring value for money, driving employee engagement, and managing contractor relationships. You will lead the development and delivery of initiatives, improvements, and recovery plans where necessary.

Role Summary

Lead the delivery of planned maintenance investment works and SHDF projects to improve the quality and energy efficiency of social housing. Manage contracts and contractor relationships to ensure timely, cost-effective, and high-quality outcomes. Collaborate with internal and external stakeholders to align project delivery with organisational goals. Set and manage budgets, ensuring value for money and compliance with procurement requirements. Develop and sustain a positive, high-performing team culture. Drive innovation and continuous improvement in service delivery. Mitigate risks and negotiate effectively to ensure robust contract performance and governance.
