Purpose of post
We are delighted to advertise two exciting opportunities to support the priorities of the Social Partnership, Employability and Fair Work Directorate of Welsh Government.


These opportunities share a common level of responsibility and overlapping functions which are encapsulated within this shared job advert.


The purpose of these posts is to support the development, delivery, and monitoring of Welsh Government programmes across the Employability Division. The post holders will be responsible for supporting the Programme Managers to ensure employability programmes are delivered effectively. The role will involve working closely with internal and external stakeholders to effectively manage the programmes.


Successful candidates will be matched into one of these two Programme Officer posts for the duration of the secondment or loan.



Key tasks
The post holder will be expected to:

Develop, maintain and manage stakeholder relationships with colleagues across government, delivery partners, and external organisations to support collaborative working. Develop a knowledge base in the post, supporting the provision of advice and guidance to internal and external stakeholders on relevant programme matters. This may involve visits to Local Authority and community premises. Monitor programme performance, reviewing applications, reports and management information ensuring issues and areas for concern are raised with the Programme Manager and addressed in a proactive manner. Monitor and evaluate performance data, provide regular updates to senior managers and Ministers on programme performance. Support the Programme Manager in monitoring of the programme budget. Assist in the preparation of information/transactions to support robust audit and assurance processes, potentially including financial and compliance visits. Provide effective secretariat and administrative support for meetings, including preparing agendas, taking minutes, and tracking actions. Support the wider team by carrying out appropriate tasks in line with the ongoing development of the new Employability Support Programme. Assist in the coordination of government business, including contributing draft responses to ministerial correspondence and official correspondence. Other ad hoc tasks and duties as may be required, to help with business needs and priorities of senior colleagues and the wider team.

Other vacancy related information
These roles are available on a temporary loan basis only, for a duration of 2 years. A reserve list may be held for this opportunity. Any candidate who meets the required scoring and are successful in being offered a reserve status, will remain on the reserve list for 12 months and may be considered for comparable roles that may arise within the team. Successful candidates are expected to return to their substantive appointment at the end of this opportunity. However, there may be scope to be converted but please note conversion isn't guaranteed. These roles will require travel across Wales visits on work visits where necessary. For this vacancy a minimum score of 4 across all Behaviours and Experiences is required at both application form and interview stages. If we receive a high number of applications, the minimum acceptable score may be increased. In the event of a large number of applications, an initial sift will be conducted against the lead assessment criterion:

For inward loans

This role is being offered on a lateral only basis for existing substantive EO grade candidates. To be eligible candidates must be existing civil servants, appointed through fair, open and on merit recruitment, who have passed probation and have been in their substantive post for no less than 6 months at point of application. This is a temporary post. At the end of the loan, individuals will return to their substantive grade and pay arrangements in their home organisation. Prior agreement to be released on a Loan to Welsh Government must be obtained before commencing the application process. Please ensure you have line management approval/authorisation for this. In applying on Loan, successful candidates will have their financial position protected in line with our pay policy. Please see candidate guidance for further details. Loanees salary would match the terms of their contract with their parent organisation. Loanees will move to Welsh Government's pay scale for the EO grade. They will be entitled to host department's pay awards and rewards for the duration of the agreement. Salary will be based on basic salary only and does not include specialist pay or allowances as these are not automatically kept.
