Salary: 116,753 to 146,591*

Brief Description
To lead the Eastern Region Property division (headcount c.50) in setting the Regional Property Strategy and successfully delivering the annual business plan of an income portfolio of c55m per annum. Be the professional head to support delivery of a portfolio of station regeneration and placemaking, key land acquisitions, consents & town planning activities, asset management of the Region's Property assets including being custodian for the region's heritage asset management plan. Drive operational excellence by achieving high levels of engagement and service for internal / external customers and stakeholders with a clear understanding and communication of how property activities deliver passenger benefits and support operational performance. To act as Client for the services provided by the Group Property teams and Platform4 and to be the specific point of contact and host of centre of excellence for major infrastructure projects including Trans Pennine Route Upgrade investment programme.
About the role (External)
Key Accountabilities -
Ensure the Region's property strategy is kept up to date in and continually horizon scan to align delivery of the Region's wider objectives to improve performance for passengers and operations
Lead the team in delivering property activity to achieve financial targets and key performance indicators through delivering disposals, commercial property, freight & retail income generation, acquisitions, consents and town planning activities
Asset management of the Regions commercial assets and management of the stations, depot leases, freight estate management and operational estate leases
Set the strategy, create the programme and deliver the investment plan for the retail and commercial assets to achieve control period targets and drive innovation and different ways of working to reduce net subsidy and provide new income streams to the portfolio
Be the Region's lead property advisor on the central Property team's complex station and regeneration development programme and work closely with route, region, group colleagues, interface teams and Platform4 to optimise returns to Network Rail and generate social value
Be a visible role model H&S leader who envisions and delivers a safe and compliant estate in the delivery of excellent safety systems, process and ensure governance and assurance of the commercial estate, miscellaneous assets portfolio, freight, retail and national contract assets in the region
Be a leader in sustainability by understanding the region's targets and shaping property activities to contribute to success and identifying opportunities for new ways of working
Build and maintain strategic relationships with TOC's, other rail industry partners, local authority, Platform 4 and wider external stakeholders
Lead in the provision of operational excellence and engagement to Routes to support improvements in performance for passengers and customers and identify and deliver additional financial benefits
Lead and support a high performing team, inspiring a people centric, nurturing and inclusive environment with high engagement - ensuring the regions' people management processes are followed and monitored
Play a lead role in supporting the GBR Property design by working with the community of practice and using expertise and understanding to influence and shape the outcomes for Property led activities in readiness for day 1 and beyond
Essential
Member of the Royal Institution of Chartered Surveyors, or Royal Town Planning Institute (or equivalent)
Educated to degree level or equivalent
Strong leadership skills, with the vision and ability to establish cross-functional relationships and drive cultural change
Passionate about Customer Service
Demonstratable record of managing complex internal and external interfaces
Proven experience of preparing and managing complex multi-million-pound budgets
Commercially astute and proven commercial negotiating skills
Proven high level influencing and stakeholder management skills
Desirable
Understanding of railway regulation
Understanding of property market
High level experience in one or more relevant business areas
