City Borough Housing is seeking to appoint a Property Management Operations Manager. You will be responsible for the day to day management of the office operations. This will include managing a team of up to 4 Property Admin and Inspection Officers and working along side the Property Manager to deliver an efficient service to both landlords and tenants.
You will support and motivate the team in order to ensure that administration duties and inspections are carried out. You will be the point of escalation and ensure that effective monitoring takes place in order to ensure value for money.
The companies property portfolio is mainly based in South East London with some accommodation in East London and parts of Kent. The Successful candidate will need to hold a full driving license and have their own vehicle, as they will be required to support with meeting landlords and tenants.
We are looking for somebody who has ideally at least a minimum of 3 year's experience in management position within property management or a property related role in a local authority or housing association.
Duties & Responsibilities:
Motivate and support a team of 4 Property Admin and Inspection Officers. Ensuring that they deliver a service that increases the high quality performance.
Work along side the Property Manager and General Manager to deliver required workstreams to ensure an increase in portfolio growth and property standards.
Oversee, manage and report on voids in order to ensure minimal costs and value for money.
Support with the onboarding of contractors.
To lead and manage a team of staff and play an active role in the overall management of the Company and the achievement of its business objectives.
To minimise complaints, maintain a robust relationship with the landlords and to meet all audit requirements;
Responsible for the productivity, value for money and quality of Voids and Repair work undertaken by operatives managed by the post holder.
Supervise, manage, motivate and develop trade operatives, ensuring works are completed to the required standard and operatives are trained to the appropriate level
Take overall responsibility for the planning and management of the Company, ensuring stakeholder needs are identified and met.
Ensure the delivery of identified service objectives and continuous improvement of service targets.
Achieve results through the effective management and development of staff.
Plan, deploy and co-ordinate people resources to meet changing operational needs.
Be responsible for the effective management of all staff within team including effectively recruiting, inducting and training staff; effectively managing, supervising and developing all staff through regular 121s; tackling poor performance; setting clear individual and team targets and ensure they are implemented; motivating the team and monitoring and reporting to ensure the delivery of a high-quality, efficient and effective service.
Monitor repair spending and reporting timely and accurate information to the General Manager to ensure accurate projections of spend and early identification of budgetary risk, ensuring that the Company is receiving value for money.
Complete health and safety risk assessments, including lone working assessments, on all work activities as required, ensure identified control measures are put in place and review the risk assessments on a regular basis.
Complete regular improvement activity including regular quality audits of staff casework and use the information to manage performance and identify and adjust procedures and processes as a result of emerging issues.
To ensure landlords are kept updated on good practice and relevant legislative changes around private sector lettings. Provide training and support on the rights and responsibilities for being a landlord including the importance of safeguarding both vulnerable children and adults.
To be responsible for setting and maintaining clear property standards for all properties.
Be responsible for the overall monitoring and management of all contracts to ensure they are providing value for money and that landlords and contractors are meeting contract requirements.
To provide effective and timely responses to complaints and enquiries, taking steps to resolve service issues at the earliest opportunity.
Monitor compliance with the terms of the lease between the Company and private landlords for all properties, ensuring the cost of hand backs are minimised.
Keep abreast of current legislation, technical knowledge and new developments.
To authorise and/or verify, repair/improvement work carried out by contractors.
Be responsible for developing and updating all monitoring, data reporting and IT systems, ensuring the accurate and timely reporting of performance and all other management information, including ensuring officer compliance with recording standards.
To determine responsibility for repairs in accordance with the company lease. To prepare estimates of cost of works for owners where required.
In conjunction with the Property Manager and General Manager, to manage the repairs and maintenance budget for temporary accommodation.
Identify rechargeable works on inspection and ensure that the appropriate team is informed in order to maximise income recovery and ensure repairs that are covered under the latent defects liability period (or any guarantees / warranties) are diverted through the workflow as applicable.
Ensure that work undertaken by sub-contractors and external partners is correctly specified to deliver value for money and quality, and is completed within agreed timescales using the NATFED Schedule of Rates and bespoke SOR codes in line with requirements.
Have full regard to health and safety, particularly in dealing with contentious home visits where disputes have arisen.
Undertake any other duties commensurate with the post, including administrative duties.
