Job Description

TRCC is expanding its regulated qualifications provision and is seeking a

Qualification & Assessment Development Officer

to support the transition from apprenticeship End-Point Assessment delivery to full qualification design and ownership.

This is a key role responsible for designing, developing, and quality-assuring regulated qualifications and assessments that meet

Ofqual's General Conditions of Recognition

and

TRCC's Qualification Development Manual

. You will work closely with subject matter specialists and internal quality teams to ensure qualifications are robust, compliant, and sector-relevant.

Key Responsibilities

Design qualification structures, learning outcomes, and assessment criteria aligned to

Ofqual Level Descriptors

and core assessment principles (validity, reliability, comparability, manageability, and minimising bias). Draft qualification specifications, assessment strategies, marking schemes, and grading descriptors. Collaborate with Subject Matter Specialists to ensure authenticity, accuracy, and industry relevance. Conduct technical reviews and validation checks in line with TRCC's

CASS model

. Support pilot testing and implement feedback from centres, External Quality Assurers (EQAs), and learners. Prepare and maintain documentation for

Ofqual submissions

, including rationale, TQT/GLH calculations, assessment strategies, and grading approaches. Maintain version control and document assurance using TRCC's

SharePoint quality system

. Participate in standardisation meetings, continuing professional development (CPD), and TRCC Quality Group activities.
Essential Experience and Skills

Proven experience designing qualifications and assessments within a

regulated awarding environment

. Strong knowledge of

Ofqual's General Conditions of Recognition

and the qualification lifecycle. Experience developing assessment instruments, marking schemes, and/or grading criteria. Excellent written communication, analytical, and organisational skills. Familiarity with

CASS

or equivalent moderation and validation frameworks.
Desirable

Experience within the

international trade sector

. Broader understanding of regulated qualifications across levels. Membership of a relevant professional or educational body.
