Torbay Council is restructuring the Revenue & Benefits Systems team to align with the evolving needs of the service, and we are looking for a person to drive these changes.

This role is for someone with significant management experience in Local Taxation and/or Benefits and experience of delivering transformational change in such an environment.

The successful applicant will be someone who can demonstrate previously successfully managing multiple concurrent projects taking full accountability for all aspects of delivery.

The individual will have experience of successfully managing teams and advanced communication skills with all levels of the organisation.

This post meets the requirements of the Public Services Network (PSN) and therefore will require a Basic Criminal Record Check. This will show any unspent convictions and conditional cautions.

Skills

Essential:Political sensitivity and a demonstrable ability to recognise, influence and manage the communications consequences of sensitive issues. Effective management skills to supervise and line manage staff, manage workload, delegate tasks and coach and mentor staff. Excellent interpersonal skills with the ability to gain the respect of multi-professional teams, enthuse and motivate individuals and teams.

This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.

Knowledge

Essential:All round knowledge of capabilities of Civica Open Revenues or similar Revenues & Benefits processing system, to meet business needs.

Experience & Qualifications

Essential:Experience of Management/Leadership at senior level. Experience of managing internal change within complex organisations. Experience in developing and implementing new policies and procedures.
