To support this growth, we are now seeking a highly networked
Referral Manager
to lead on placement generation across key boroughs. This is a pivotal role within our strategy to diversify beyond Leicester City Council and attract new referrals into our supported living schemes.
Role Purpose
The Referral Manager will be responsible for sourcing and securing complex care referrals from commissioners and placement teams across the
Midlands region
. The postholder will develop and maintain strong professional relationships, manage placements into our available schemes, and take the lead on accessing and maintaining
DPS
.
Key Responsibilities
Referral Generation and Placement Coordination
Secure 2:1 and 3:1 complex care packages for adults with LD, MH, Autism, and forensic needs
Actively engage with commissioners and referral brokers across
key Midlands boroughs
, such as:
Birmingham, Coventry, Sandwell, Dudley, Solihull
Wolverhampton, Walsall, Warwickshire, Derbyshire, Nottinghamshire
Northamptonshire, Lincolnshire, Staffordshire, and Rutland
Position BSL Care's services to meet the needs of out-of-area placements into Leicester
Fill available units including individual flats, robust bungalows, and specialist schemes for high-needs adults
Build strong and sustainable pipelines of referrals through active commissioner engagement
Commissioning and Frameworks
Lead on registration, sign-up, and management of
DPS
and spot-purchase arrangements
Maintain accurate records of referral contacts, placement discussions, and outcomes
Represent BSL Care in referral forums, commissioning events, and framework panels
Work collaboratively with internal colleagues to ensure new placements align with staffing and compliance requirements
Stakeholder Relationship Management
Maintain a high standard of communication with commissioners, social workers, and funding panels
Ensure BSL Care is positioned as a provider of choice for high-complexity packages
Support smooth transition of clients into services, coordinating with internal teams
Ideal Candidate Profile
Proven experience in generating referrals for adults with complex care needs
Strong existing relationships with commissioners and referrers across the Midlands
Knowledge of funding processes, care eligibility, and placement criteria
Familiarity with DPS platforms and local authority procurement systems
Confident in managing professional relationships, handling negotiations, and tracking outcomes
Proactive, organised, and comfortable working autonomously in a hybrid role
Passionate about delivering high-quality care services and achieving sustainable outcomes
Year 1 Success Measures
10+ successful placements secured across Leicester-based schemes
BSL signed onto at least 5 relevant DPS frameworks across Midlands boroughs
Regular referral streams established with at least 3 new local authorities
Occupancy increased in existing properties (e.g., The Grand, Alcester Road)
Effective coordination between internal and external stakeholders to ensure smooth transitions
Salary and Package
Base Salary: 38,000 - 42,000 depending on experience and networks
Commission:
One-off payment equivalent to 50% or more of weekly package value
after 3 months of sustained placement
Performance bonus
available for significant referral and revenue milestones
Hybrid working: Home-based with regional travel and 2-3 monthly team meetups
