You will be part of the NW&C Region which consist of three routes - North West, Central and West Coast South - and a regional team supporting Regional Major Programmes & Professional services.

Brief Description

Band 3B, starting salary \xc2\xa346,701 raising to \xc2\xa358,377 per annum. This role can be based in Milton Keynes, Birmingham or Manchester.

What will you be doing?

You shall be the NW&C Region\'s subject matter expert on energy management and play a crucial role in reducing carbon emissions across our railway. You shall act as the interface between our National teams and our people running and managing our range of infrastructure assets such as offices, stations, signalling / operating centres and track equipment. You shall have a strong grasp of energy and utility data management and be comfortable presenting this information to colleagues to help them make business decisions as well as undertaking corporate and legal reporting to our regulator and Government. You shall day to day help our national systems teams with meter and bill validation queries and support finance teams with off-charging energy consumption. At times you shall need to develop investment papers for projects, seek funding and manage contractors providing services on these projects. You will also need to develop our strategic approach to reducing carbon and have experience of reducing energy consumption and implementing renewable energy technology. To support you shall manage a small team and sit within a larger Environment and Sustainable Development team that is supporting NW&C to deliver the National Environment Sustainability Strategy. #LI-IM1

About the role (External)

Some of your responsibilities will include:

1. Develop, lead and manage the implementation of the Regions Energy Strategy to achieve a reduction in energy usage, lowering costs and CO2 in accordance with NR targets.

2. Manage NR contracts and relationships with major utility suppliers and undertake internal and external stakeholder engagement to co-ordinate and contribute to negotiation of new contracts.

3. Responsible for the implementation of energy related processes within the team, to enable strict standards and governance around energy management services. Implement initiatives to improve and maintain good energy management behaviors.

4. Produce reports for senior management that monitor KPIs and utility metrics. Oversee the billing and validation of the Region\'s utilities (water, gas and electricity) meters and their associated bills which are generated across the route NR estate.

5. Responsible for the timely resolution of utility metering and billing queries, responding to customer enquiries and complaints and running a query log. Lead, develop and motivate route colleagues and build a coherent operational service delivery team.

6. Manage processes and procedures effectively that enable all relevant records to be up to date, all energy bills to be validated, authorised, paid and recovered within laid down timescales.

7. Develop and implement new administrative systems such as record management, to enable structured continuous improvement;

8. Lead energy and carbon projects so they are delivered on time and to agreed quality in accordance with corporate processes, standards and guidance in a manner that minimises disruption to business performance;

9. Act as the Region\'s lead for utilities. Represent the Region in national policy, procedure and strategy development.

10. Lead and manage in-year cost recoveries from third parties.

In order to be successful in this role, we would like you to have/to be:

\xc2\xb7 Educated to degree level or equivalent relevant experience

\xc2\xb7 Able to demonstrate a deep understanding of the utilities category with recognised utilities improvement skills and expertise

\xc2\xb7 Proven experience of contract negotiation

\xc2\xb7 Detailed knowledge of good practise data analysis and reporting / presentation processes and techniques

\xc2\xb7 Comprehensive knowledge of operational utilities practices

\xc2\xb7 Successful experience of delivering energy reduction / generation programmes

\xc2\xb7 Successful experience of implementing good Project Management discipline

\xc2\xb7 Demonstrable excellent information management skills with ability to direct and undertake data manipulation and detailed analysis of operational energy use

\xc2\xb7 Demonstrable ability to work with suppliers to improve their billing and query management processes to enable smoother management of contracts

\xc2\xb7 Abe to demonstrate excellent report writing and presentation skills

\xc2\xb7 Good understanding of risk assessment/loss control tools and techniques.

\xc2\xb7 Understanding of commercial energy and utilities arrangements

We would also like but it isn\'t crucial to have/to be:

\xc2\xb7 Membership of a suitable professional body

\xc2\xb7 Experience of introducing new processes and techniques to effect structured continuous improvement

\xc2\xb7 Knowledge of railway assurance processes

\xc2\xb7 Knowledge of management of utilities with a railway environment
