Job summary
We are looking for an 18 Months Fixed Term Regulatory Analyst to join ORR's Periodic Reviews & Monitoring team that sits within the Economics, Finance and Markets (EFM) Directorate. The directorate leads ORR?s work on the funding of railway infrastructure in Great Britain, financial and economic analysis within ORR, and ORR?s competition work. The team?s focus is on the funding process for the railway infrastructure and assessing how Network Rail is delivering against its commitments. We work closely with colleagues across ORR, as well as with governments, Network Rail, and other stakeholders.###
Job description
You will play a key part in preparing for the next funding process for the railway infrastructure in Great Britain. The next funding process will determine what the railway is expected to achieve during the five years from 1 April 2029 and the level of funding available for the infrastructure.
You will have a unique opportunity to be a part of making the UK Government?s vision for the railway a reality, with plans for Great British Railways (GBR) to take on Network Rail?s responsibility for the railway infrastructure in England & Wales alongside running many of the passenger services on the railway network. ORR will assess Great British Railways integrated business plans for England & Wales and Scotland for the next control period before advising funders on whether they meet each funder?s objectives and represent value for money. These plans will demonstrate how outcomes and budgets for the rail network and publicly-owned passenger services will be aligned.
Working within a small multi-disciplinary team, your work will focus on two key areas:
1) ORR's review of Network Rail's annual business plans to determine whether it is on track to deliver what it is required to do and also supporting our review of periodic updates to Network Rail?s business plan. This includes supporting the development of high-level advice to funders on whether Network Rail is on track to deliver its commitments.
2) Providing support to other important projects within the team. This includes preparatory work for the next funding process and potentially other areas such as supporting our competition or other case/project work.

Additional Information At ORR, our hybrid working means that we currently work from our workplace location a minimum of 40% of our working week, although requirements to attend other offsite locations for official business, also count towards this level of attendance. Working arrangements are subject to continuous review.
