Job summary
The Office of Rail & Road's Railway Safety (RS) makes sure that Britain's railways are both a safe mode of transport and a safe place to work. The Chief Inspector has recently initiated a bold Regulatory Excellence programme to ensure that our health and safety regulatory processes continue to be at their most effective and our people have the right skills and capabilities to keep Britain's railways safe.
Job Purpose:
To lead the strategic delivery and oversight of the Regulatory Excellence Programme, driving continuous improvement across regulatory processes and systems within the Railway Safety. The role will provide programme leadership, ensure effective governance and assurance, and manage cross-functional projects that align with organisational priorities. By embedding streamlined processes and data-driven decision-making, the postholder will support a culture of operational excellence and regulatory effectiveness.

Job description
Your
key responsibilities
, although not exhaustive, will include:
Lead the end-to-end delivery of the Regulatory Excellence programme, ensuring initiatives are aligned with the strategic goals of Railway Safety. Develop programme plans, monitor milestones, and adapt approaches in response to emerging priorities.
Coordinate and manage regulatory process improvement initiatives in collaboration with senior stakeholders. Support the delivery of sustainable change across internal regulatory functions.
Design, implement and monitor effective governance and assurance frameworks to ensure oversight and accountability for regulatory activities. Lead on work planning, risk management, and performance tracking.
Develop and embed streamlined systems and processes within the existing Quality Management System, Case Management System, and other platforms to drive operational efficiency and regulatory compliance.
Manage multiple regulatory improvement projects simultaneously, from initiation through to completion, ensuring delivery on time and within scope.
Conduct data analysis to assess programme impact and identify opportunities for continuous improvement. Produce clear, evidence-based reports and briefings for senior leadership.
Act as a key liaison between project teams, internal stakeholders, and senior leaders. Manage internal communications, including meeting coordination, briefings, and documentation to support informed decision-making.

Additional Information
At ORR, our hybrid working means that we currently work from our workplace location a minimum of 40% of our working week, although requirements to attend other offsite locations for official business, also count towards this level of attendance. Working arrangements are subject to continuous review.
